BTO – According to statistics released from the authorities, Duc Linh district had 598 people infected with toxic chemicals (Agent Orange -AO/dioxin) including 125 direct victims of AO/dioxin (people was directly infected with toxic chemicals) and 437 indirect victims of AO/dioxin (people was indirectly infected with toxic chemicals) in 2006. Of these, 210 cases were heavily contaminated with dioxin; over 200 cases have not yet entitled to social welfare of the State.
Over the years, people contaminated with AO/dioxin have gradually increased due to the heredity from generation to generation. As a consequence, the entire number of victims of AO/dioxin under the management of Duc Linh district has reached up to 824 people, but there were only 84 people entitled to preferential policies for Agent Orange (AO). Among 84 people above, 53 people participated in resistance war and 31 ones are their descendants. The remainders are enjoying social welfare. Besides, other 500 people affected by AO/dioxin have not been solved under regulations of preferential social policies. A majority of those dioxin-contaminated people are poor households. Currently, Duc Linh district has 315 households with 2 victims of AO/dioxin and 12 households with 3-4 victims of AO/dioxin and handicapped. They are hopeless and suffer from a complex about diseases and misery.
During the past years, the local authorities, unions and party committees at all levels have been concerned to give proper solutions to all beneficiaries as stipulation and call for help from the community. Especially, the Associations of Agent Orange Victims at district and commune levels have zealously cooperated with authorities/agencies in boosting the activities of propagandizing, mobilizing enterprises and philanthropists to helping disadvantaged victims of AO/dioxin.
Understanding these difficult circumstances, over the last 5 years, the community has annually donated billions of dong in aid of victims of AO/dioxin. These noble deeds manifested in various forms. Particularly, the local authorities have mobilized the community to newly build, repair 8 houses and grant artificial limbs, hearing aids, scholarships and 87 wheelchairs to disabled and needy people. Moreover, the amount of more than VND 1.154 billion of financial allowance was used for backing disadvantaged beneficiaries in vocational training, job creation, production and stabilizing their lives.
