Speaking at a consultation conference on the report of MDGs 2013 held in Hanoi on Tuesday by UNDP and the Ministry of Planning and Investment, UNDP Country Director Louise Chamberlain said that the goals concerning HIV/AIDS, environment and global partnership were lagging behind.

According to the report, there were nearly 209,000 people infected with HIV, nearly 60,000 people with AIDS and over 62,000 deaths relating to AIDS recorded nationwide late last year.

Regarding the goal of global partnership, the report indicated that Vietnam is among the countries with most shipments of exported goods returned.

Vietnam had the highest number of returned seafood shipments with 380 cases in the U.S. and 160 cases in Europe in the 2002-2010 period. The highest number of refused seafood shipments in Japan also belonged to Vietnam (120 cases) while there were 350 cases of the kind recorded in the Australian market.

Global economic recession has left an adverse impact on Vietnam’s economic growth, eroding revenues, profits and business scale of enterprises as well as job opportunities and labor incomes.

In addition, Vietnam is facing complicated issues concerning climate change, increasing gaps in living standards among ethnic groups and regions, poverty of ethnic minorities, migration and low education quality.

New phenomena and new forms of poverty are emerging in urban areas with migrant workers and those working in the informal sector under the impact of economic decline and macro-economic instability, Chamberlain warned.

According to Nguyen The Phuong, Deputy Minister of Planning and Investment, Vietnam has achieved positive results and realized three important millennium goals, including eradicating extreme poverty and hunger, achieving universal primary education and promoting gender equality.

In the 2010-2013 period, Vietnam further improved achievements in these three fields, with the poverty reduction rate falling from 14.2% to 9.6% in 2012, the ratio of children starting school at the right age reaching 97.7% and female workers accounting for 48% of the total number of new jobs created in 2012.

Phuong said that the Government still prioritized and was determined to attain MDGs although Vietnam’s economy had been facing plenty of difficulties in recent times.
