As the first mainland to welcome the very first dawn of the Nation, this place now possesses major industrial projects, creating the lever for the fast and sustainable development of Phu Yen province in the direction of industrialization and modernization. Among which are the projects of The Ca Pass tunnel, Vung Ro oil refinery project on the commencement, promising a new face for this land.
In the strategy for developing Phu Yen province’ society and economy, the coastal land to the South of the province is mostly within Dong Hoa district, which plays the role of a driving force for the entire province’s development. On this land, South Phu Yen Economic Zone has been schemed systematically among the nation’s coastal economic zones, a decision of the Prime Minister. South Phu Yen Economic Zone has modern infrastructure, and the Zone is the driving force for developing the Central South Coastal region; being the gateway towards the sea of the Central Highlands and the provinces of South Laos, North-East Cambodia, Thailand. This is a synthesized economic zone (including the tariff zone and non-tariff zone), with the model of the cluster of ports both general and particular purposes, the industries of oil refinery and petro-chemical, multi-sector industries, trade, service, tourism, urban and agriculture-fishery-forestry, forming an independently economic space.
According to Mr. Nguyen Tai, Chairman of Dong Hoa district’s people’s committee, in the district there are not only major projects urgently implemented, namely Vung Ro oil refinery project, the project of Ca Pass Tunnel, upgrading Vung Ro seaport, the administrative center and the new residential area of Hoa Tam, there are also some projects of some other enterprises registering here, like Hon Nua tourism zone, Dap Han mini hydroelectricity dam, the stop-over station along the National Avenue 1, the wind-power station along the sea…From which, Dong Hoa district sees the need to enhance developing the supplementary industries, producing construction materials, expanding the trade-service activities, training the labor force to meet the developing demand. That is also the very great opportunity for the district to push up the rate of progress of industrialization and modernization, developing agriculture and the rural areas.
Recently, Ca Pass tunnel project has been officially commenced and in Ha Noi capital city, Phu Yen provincial people’s committee in coordination with Vung Ro Petroleum Company Ltd. organized the ceremony to hand over the adjustment certificate of Vung Ro oil refinery factory project. Simultaneously, signing the contract of overall design, handing over the EPC bid to JGC Company-Japan. So far, 143ha of land has been schemed for constructing the seaport, nearly 200ha among the 404ha of land schemed for constructing the factory. As planned, the project is implemented from 2011 to 2015, operation will start in the year 2015, which can solve employment for about 1,300 laborers, contributing about $111 million to the state budget on an annual basic. According to PPC Chairman, Mr. Pham Dinh Cu, this project has the largest investment capital so far in the locality. Also, this is the core of South Phu Yen economic zone, bearing the significant and meaningful role in creating the impetus for the social-economic development, solving employment issue in both Phu Yen province and the entire Central South region.
Apart from the project of Vung Ro oil refinery factory, currently the surface, electricity system, roads and the resettlement area of Ca Pass tunnel project (Hoa Xuan Nam) have all been urgently implemented for early completion to ensure the rate of progress. According Pham Dinh Thuan, General Director of Hai Thach Investment Company, the member unit of Ca Pass Investment Company-Ca Pass Tunnel has the total length of nearly 13.5km, past the two provinces of Phu Yen and Khanh Hoa, with the total investment capital of over 13,600 dongs, the main investor is Deo Ca Investment Joint Stock Company. The project has the scope of a highway, designed speed at 80km/h, with 4 lanes and two one-way tunnels. The project is estimated to be completed in December 2017.
Chairman of Dong Hoa district’s people’s committee, Mr, Nguyen Tai, let known that all of the province’s major projects are in Dong Hoa district, including the project of Vung Ro oil refinery factory. To serve the construction of the factory, all of Hoa Tam commune has to have 404 households move to the new resettlement areas. The local inhabitants are very excited, with the hope of soon completion so as to contribute to increasing the province’s revenue sources, as well as solving employment issue among the local inhabitants.
