NA continues to discuss socio-economic situation, State budget

NDO – During the 11th working day (October 31) of the 13th NA’s ongoing eighth session, National Assembly (NA) deputies continued to discuss the socio-economic situation in 2014, a plan for 2015, this year’s State budget collection, and spending and the State budget for next year.

Nguyen Anh Son from Nam Dinh province and other deputies raised their concerns about remaining shortcomings in the country’s development, including widespread corruption, accumulated public debts, non-performing loans, wasteful investment and ineffective operation of State-owned sectors. They urged the Government to find effective solutions to resolve the matters and the NA to enhance oversight to borrowed and mobilised capital used in projects approved by the legislative body.


Truong Trong Nghia from Ho Chi Minh City suggested that the NA and the Government should have development policies based on people, encouraging resources from people and priotising private and small- and medium-sized entrepreneurs, as well as support industries and agriculture.


Le Nhu Tien from Quang Tri province and some other deputies said the Government should cut down on unnecessary projects and adjust thousands of infrastructure construction projects so more money would be saved for the State budget, contributing to implementing the set roadmap of development investment and salary improvement.


Also in the morning session, NA deputies heard a report by Minister of Agriculture and Rural Development Cao Duc Phat explaining several matters of NA deputies’ concern.


Discussing State budget spending, Bui Thi An from Hanoi and Le Nam from Thanh Hoa province asked the Government to review policies on supporting national contributors and providing capital for ethnic minority groups to develop agricultural production in order to devise appropriate plans for better effectiveness.


Several deputies said that many approved policies could not work because of the shortage of capital, causing worries in society while wastefulness in infrastructure construction was not addressed effectively.


Than Van Khoa from Bac Giang province suggested the Government clarify the State budget collection plan and analyse reasons for raising it, in order to develop a State budget collection plan for 2015.


Meanwhile, many deputies suggested the Government focus on lifting difficulties in production and trade, and limit the number of new policies resulting in lower taxes.


Other deputies asked the Government to pay attention to implementing scheduled salary increases as the given reasons for postponing raises were not particularly persuasive.


Do Van Duong from Ho Chi Minh City openly suggested a number of drastic measures to address tax evasion and arrears; cut spending on workshops, conferences, and trips abroad; and streamline the administrative system and organisations while encouraging detection of corruption and openly publicising projects which cause wastefulness and losses.
