NDO – Party General Secretary Nguyen Phu Trong arrived in Hanoi on November 28, at the conclusion of his official visits to Russia and Belarus at the invitation of President Vladimir Putin and President Alexander Lukashenko.
The visit is of historical importance to all parties concerned, and is proof of the strong relationship between Vietnam and the two countries, which have only become stronger over time. The leaders have agreed to further the comprehensive strategic partnership between Vietnam and Russia, as well as foster the friendly relationship and co-operation between Vietnam and Belarus, meeting the people’s aspiration.
During his trip, the Party leader held talks with President Putin and met with Prime Minister Dmitry Medvedev, Chairwoman of Russia’s Federation Council Valentina Matviyenko, and Acting Chairman of the State Duma Ivan Ivanovich Melnikov, Belarus President Alexander Lukashenko, Prime Minister Mikhail Myasnikovich, Chairman of the Council of the National Assembly Anatoly N. Rubinov, as well as the leaders of several political parties, companies, and other organisations. Meetings were held in an open, friendly and honest manner, focusing on various issues of bilateral co-operation and regional importance of mutual interest. The leaders and people of Russia and Belarus extended warm hospitality to the Vietnamese Party leader and his entourage, which reflects the friendship between Vietnam and both nations.
The visit to Russia is considered by Russian counterpart’s as way of strengthening the comprehensive strategic partnership, and as an opportunity to reinforce and extend bilateral co-operation between the two hosting parties with Vietnam. Leaders of Russia and Belarus have expressed their strong sentiment toward the relationship between their people and the Vietnamese, and their belief that under the leadership of the Vietnamese Communist Party, Vietnam will continue to thrive in regards to the country’s development, and in their position in Asia and the world.

Russian and Belarus leaders have expressed the importance of negotiations regarding the Free Trade Agreement between Vietnam and the Customs Alliance so that an agreement can be signed in early 2015, thus creating favourable conditions for commodities, services and investment to flow. The Party chief and Russian leaders agreed to further their co-operation in mineral processing, manufacturing, materials, energy, education, tourism, and to increase bilateral trade to US$7 billion in 2015 and US$10 billion by 2020. In addition, the two parties are committed to creating suitable conditions for national oil and gas companies, such as Gazprom, Zarubezhneft, Rosneft and Petrovietnam to allow them to operate on each other’s soil, extending the exploration and exploitation area to Vietnam’s continental shelf as defined by the UN Convention on the Law of the Sea in 1982. The Party leader and Belarusian officials agreed to heighten the role of the inter-governmental committee on economic – trade agreements, science and technology co-operation, and enable the penetration of goods and services into the market of both nations, as well as to consider opening direct flight connections between the two countries.
Leaders of Vietnam, Russia and Belarus have agreed to co-ordinate their proceedings and support each other in the international arena. Russia and Belarus have supported Vietnam’s solutions to territorial disputes, including disputes in the East Sea, by peaceful means of not using force or threatening to use force. Thereby adhering to international Law, including the UN Convention on the Law of the Sea in 1982, the East Sea’s Declaration of Conducts (DOC) and the early conclusion of the Code of Conduct for the East Sea to maintain regional peace, stability and security.
During the visit, the Party leader visited Russian TV channels, including Russia 24, 1TV.Ru, RIA Novosti and Itar-tass news agencies, the Russian Voice Radio, the Vesti.Ru online newspaper and various other media agencies. Russian media agencies believe that the visit will deepen the comprehensive strategic partnership between the two countries. The BeITA of Belarus praised the fine relationship between the two nations and appreciated the discussion had by the Vietnamese Party leader and the Belarus President.
The visit to Russia and Belarus by the Vietnamese delegation serves to deepen the comprehensive strategic partnership between Vietnam and Russia, and strengthens the friendly relationship between Vietnam and Belarus. It also serves as a commitment by all parties to expand their mutual relations in order to complement the countries’ potentials and aspirations of the people, for the interest of all nations, and for peace, stability, co-operation and development in this region and throughout the world.
