Prime Minister Nguyen Tan Dung met with Hanoi authorities yesterday to discuss the social and economic development of the city this year, as well as to consult on urban planning along the Nhat Tan-Noi Bai Highway covering an area of 2,080 hectares.
Nguyen The Thao, chairman of the People’s Committee of Hanoi, reported to the premier that the city scored an economic growth rate of 8.8 percent last year and plans to reach 9-9.5 percent in 2015.
The capital also set a target to earn per capita income of VND75-77 million (US$3,600-3,700) this year.
The PM reminded Hanoi to make further efforts during the 2016-2020 period to build the city into a national center of economy, culture, education, and technology.
Detailed planning of urban areas along Nhat Tan-Noi Bai Highway
Thao reported at the meeting that Hanoi has zoned the 2,080 hectare area into different sub-regions for detailed urban planning.
The city launched an international design contest for areas along the two sides of the 11.7km Nhat Tan-Noi Bai Highway, he added.
The state-run Hanoi Urban Planning Institute has coordinated with the Vietnam N.A. Motor Company Limited to work out the detailed urban plan for the entire zone, whose urban design mock-up has been well prepared.
According to the urban plan along the backbone highway stretching from Noi Bai International Airport to Nhat Tan Bridge spanning the Hong (Red) River, the area has been separated into four sections.
The first section stretches from Noi Bai to the third belt road, covering an area of 390.2 hectares with a current population of over 6,500 residents. This area is designed for quality farms, software parks, exhibition venues, and commercial centers for services and agricultural products.
The second one extends from the third belt road to Van Tri Lake, and is planned for warehouses and transport, commerce and services, an urban railways center, and cultural centers. This area includes 527 hectares with a population of 20,300.
Following is the 888 hectare third section ranging from Van Tri Lake to the Hong River Dyke. It is designed for the international-level Phuong Trach Complex of financial, commercial and service centers, parks, and residential areas for resettlement.
Lastly, the area beyond the Hong River Dyke is for centers of exhibition, commerce, high-quality services, and residential areas. It includes tourism activities along the Hong River such as boating, rowing, aquatic sports, lotus parks, and a quay for yachts. This area is 275 hectares wide, with nearly 30,000 residents.
US$528.8 million for land clearance
PM Dung said at the meeting that the central government has agreed in principle to the plan for development of the area and recommended that Hanoi consult with relevant agencies, such as the Ministry of Agriculture and Rural Development and the Ministry of National Defense.
He added that land clearance for the construction must be performed by state agencies, not enterprises.
The cost of land clearance should be studied so that it will not exceed VND11 trillion ($528.8 million), Dung noted.
During the meeting, PM Dung agreed with the proposal of Hanoi to establish a separate Department of Tourism. Now, it is included in the Department of Culture, Sports, and Tourism. |
