The Prime Minister has agreed in principle to use the build – transfer (BT) contract form instead of the State budget to implement Hai Duong Provincial Centralized Administrative Area Project.
The Prime Minister required the Hai Duong Provincial People’s Committee to absorb ministries’ opinions and be comprehensively responsible for clarification and strict management of the State’s assets used to reimburse capital of the BT contract, selection of investors under competence, and implementation pursuant to legal provisions.
The Ministry of Planning and Investment and the Ministry of Finance will guide the Hai Duong Provincial People’s Committee in implementation and strict assurance in accordance with the laws on investment, management and use of the State’s assets and related regulations.
