Facing the adverse weather conditions and estimating the severe droughts in the summer-autumn crop 2013, Dong Cam Irrigation Company Ltd. (Dong Cam co.) has actively implemented lots of measures against droughts.
Dong Cam Irrigation company Ltd, installing temporary pumping stations at Ben Loi (Hoa Tri commune, Phu Hoa) to fight against the droughts, save the summer-autumn crop 2012. As forecast by the Central Hydrography and MeteorCenter, the rainfall amount of 2013 in the Central Region is 40% to 50% lower than the average one of the previous year. The condition of water shortage and droughts will happen seriously in widespread scope, the salinity is likely to infiltrate deeper into the estuaries..According to Dong Cam Co, to meet the demand of fetching water to irrigate the rice paddy fields during the summer-autumn crop, right before the end of the winter-spring crop 2012-2013, the company had implemented constructing and installing, concreting more than 700m of drainage belonging to the districts of Dong Hoa, Tay Hoa and Phu Hoa; dredging and repairing more than 6km of the irrigating channel route belonging to Dong Cam Irrigation system and the irrigating channels belonging to Tam Giang, Phu Xuan system with the total expenditure of over 4.8 billion dongs. Simultaneously, the Company required the irrigation stations to supply water at the most economical level, arranging detailed schedule for each unit to use water so as to grasp and monitor in a suitable way. Cooperate with the localities to inspect, determine the concrete areas in high part, far away from the water source, or at the end of the drainage…do survey the locations with water source to install pumping machines in case of droughts. Mr. Tran Tien Anh, Director of Dong Cam Co., let known: in this year’s summer-autumn crop, the company estimates to serve irrigation for around 14,500ha of rice among the total amount of 23,000ha of the province. However, facing the severe hot dry weather conditions, the volume of accumulated water at the hydroelectric factories on Ba River has considerably decreased in comparison with the other years and the company has actively proposed some localities with the area of planting rice at the end of the irrigating channels, actively mobilizing the people to shift to planting those plants well suffering droughts. In detail, on the Northern channel system, the company has proposed the communes of Binh Ngoc, An Phu, Binh Kien (Tuy Hoa city), An Chan (Tuy An) to change 26ha of cultivated rice to planting other vegetables or flowers. On the Southern channel system, the company has proposed temporarily not planting rice during this summer-autumn crop at some rice paddy regions like: Da Dung rice field in Hoa Binh commune, Bau Dut rice field in Hoa Dong commune (Tay Hoa), Go Da rice field, Moc Da, Bau Huu, Roc Chua belonging to Hoa Thanh Dong commune (Dong Hoa)…In order to encourage the households with the cultivated rice area at the end of the source, with frequent droughts during the previous crops, the province’s agricultural sector requires the localities to set mechanism for supporting the farmers to implement the shifting plants. This year summer-autumn crop, the localities will deduct from expenditures of agricultural encouragement to support purchasing the plant seeds that are able to suffer from droughts.
Mr. Nguyen Trong Tung, Vice Director of the Department of Agriculture and Rural Development said that in the current adverse weather condition, it’s possible that the droughts will be very severe, the Agricultural sector has got advocacies to require the localities to double check, mobilize the households to change the rice cultivated area which is at risk of drought suffering to planting the vegetables and flowers able to suffer droughts like corns, beans or various types…The shifting has to be implemented on the spirit of ensuring the people’s benefits, the shifted areas have to be at high parts, without flooding in case of rain, the localities build up the models of cultivated and rotated plants with high economic value, organize training sessions for the farmers to carry out.
