Between May 10 and August 5, foreign traders, mostly Chinese nationals, should complete procedures to register for the export license from the Ministry of Industry and Trade, and obtain work permit and residence license before they are to buy the products from local farmers and bring back to China, the province said in a document.

Those fail to adhere the above requirements will be sanctioned as of August, the document reads.

The authorities of Binh Tan District and Binh Minh Commune, localities that export some 150,000 to 200,000 tons of sweet potatoes on an annual basis, should also have a close watch on the exporting contracts of the local cooperatives and the Chinese traders in order to provide adequate guidance to farmers.

Chinese traders have traditionally purchased purple sweet potatoes from farmers at the said localities to export to China over the last few years.

The traders first paid high for the produce, sending farmers to chop down their other crops to give place to the potatoes.

When supply was increased, the traders abruptly ceased purchase, leaving farmers with huge losses.
