ID numbers to replace personal papers

In the near future, citizens will not have to make copies of their personal papers, have them certified and submit them to agencies, as they will be replaced by personal identification (ID) numbers, according an approved administrative reform plan.

These ‘one-for-all’ ID numbers, which will have 12 digits each, will be granted to citizens for lifetime use in the second phase of the plan, which was approved in the Prime Minister’s Decision 896/QD-TTg dated June 8.

The plan aims to reform and streamline administrative procedures and citizenship identification papers, and improve management of population databases in the 2013-2020 period.


Specifically, modern methods will be used to renovate national population management, the application of information technology in handling administrative procedures will be sped up, and citizenship papers and relevant administrative procedures will be simplified.


The plan is expected to considerably contribute to the development of e-Government in Vietnam.


In the plan’s first stage, from 2013-2014, the plan will focus on improving the legal framework for granting personal ID numbers; building a population database; reviewing and systematizing administrative procedures and citizens’ personal papers; and proposing measures for administrative simplification.


In the next phase, from 2015 to 2020, the Ministry of Public Security will coordinate with the Ministry of Information and Telecommunication, Ministry of Justice and Ministry of Foreign Affairs to grant personal ID identification numbers to citizens, ensuring that every citizen will have an ID number by 2020.


Accordingly, every citizen will have an ID number for use in lieu of current personal papers, such as ID cards, household registration books, drivers’ licenses, marriage certificates, death certificates, health insurance cards etc.


The ID number will be issued to an individual when his or her birth registration is completed. As for citizens who obtained a birth certificate before ID numbers are applied, an ID number will be granted to them when they carry out procedures related to their ID cards or registering a permanent residence.


Will save US$77 million


With a population nearly 90 million, the number of public administrative transactions can amount to about 600,000 per day and cost thousands of billions of dong per year, said the Justice Ministry.


This huge cost results from the fact that citizens have to make copies of their personal papers, have them certified before submitting them to authorities when required, and the authorities in turn have to arrange personnel and time for handling such papers, the ministry explained.


Since the implementation of ID numbers will remove the need for such procedures, the ministry estimates that about VND1,600 billion ($77 million) in administrative costs per year will be saved.


With ID numbers, citizens will not have to repeatedly declare their personal information or submit duplicates of their original citizenship papers to authorities when carrying out about 1,300 administrative procedures.


Such ID numbers have long been used in many other countries, including France, Germany, Austria, Japan, Sweden, and South Korea, the ministry said, adding that they help develop e-Government in Vietnam.


A steering committee for the implementation of the plan will be set up and headed by a Deputy Prime Minister, who will be aided by deputy heads of the committee, including the Ministers of Justice, Public Security, Information and Communications, and the Government Office.
