(VEN) – Over the recent years, scientific and technological cooperation between Vietnam and Japan has become more diverse, practical and efficient. Both countries are actively carrying out many big projects and implementing cooperation programs, contributing to boosting international integration in the field of science and technology.
According to the Minister of Science and Technology Nguyen Quan, the scientific and technological cooperation between Vietnam and Japan has recently made encouraging progress. The governmental agreement on Vietnam-Japan scientific and technological cooperation signed in 2006 created an important legal foundation for cooperation between both countries’ scientific and technological organizations. Though cooperative projects and programs, the issues of common interests of both sides have been solved, contributing to improve the capabilities and potential of Vietnam’s scientific and technological sector.
Since 2000, over 42 scientific research missions according to Vietnam – Japan Protocol have been implemented with total reciprocal funding from Vietnam (supported from the Ministry of Science and Technology) of over VND102 billion, equal to about US$5 million. |
Many cooperative projects have been recently conducted in the scope of joint-research programs support by the Japanese Government, for example, the Science and Technology Research Partnership for Sustainable Development (SATREPS) program though the Japan Science and Technology Agency (JST) and the Japan International Cooperation Agency (JICA). Others were implemented on the basis of sharing research expenditure among participants in the East Asia Science and Innovation Area Joint Research Program (e-ASIA JRP) or of joint research activities in the scope of cooperation with the Japan Society for the Promotion of Science (JSPS).
In addition, a cooperation agreement between the two governments on the development and use of nuclear energy for peace was signed in 2011 in Hanoi and another cooperation agreement on building Ninh Thuan Nuclear Power Plant was also signed. At present, many cooperative activities are being implemented efficiently among involved agency of Vietnam and Japan such as the Japan Atomic Energy Agency (JAEA) and the Japan Nuclear Energy Safety Organization (JNES).
Especially, Japan actively supported Vietnam to complete the national legislative document system and trained research and management teams in nuclear areas such as nuclear safety, nuclear security and control, licensing nuclear constructions works and nuclear inspection.
However, Deputy Chief of the Department of International Cooperation under the Ministry of Science and Technology Le Thi Viet Lam said the Vietnam-Japan scientific and technological cooperation has not matched the potentials of both countries. Vietnam is having very favorable conditions to boost this cooperative relation, including a team of scientists methodically trained in Japan, of whom many are working and holding important positions at universities, research institutes or enterprises in Japan and Vietnam as well. This is a good premises to boost bilateral scientific and technological cooperation activities, contributing to improve scientific and technological potentials, competitiveness of the economies and ensure common interests of both sides.
Therefore, one of Vietnam’s priorities in the coming time is to boost international integration in the field of science and technology, especially with Japan concentrating on biological technology, space technology, information technology, electronic technology, computing, telecommunication, atom and new energy and environmental technology. Vietnam also pays particular attention to training human resources in these fields./.
