Cao Bang promotes rural industries

(VEN) – Cao Bang Province currently has more than 1,600 rural industrial production facilities. According to Cao Bang Department of Industry and Trade Deputy Director Hoang Xuan Thuy, industry promotion activities have significantly contributed to the development of rural industrial production facilities.

Production value increases


In the 2006-2012 period, Cao Bang paid much attention to implementing industry promotion tasks. The province developed many projects to provide rural industrial businesses with vocational training or helped them build technical demonstration models and use modern machinery and equipment in production. Through industry promotion activities, the province has encouraged rural industrial businesses to develop, contributing to boosting socioeconomic development in the locality.


Rural industrial facilities have created stable jobs for local people. The number of people working at rural industrial facilities has increased by 5.9 percent annually from 6,016 in 2006 to 8,181 in 2012. The import, export value of agricultural, forest and aquatic products has grown year on year. Notably, thanks to industry promotion efforts, the rural industrial production value increased by 5.85 percent annually from VND389 billion to VND560 billion from 2006-2012.


Clearly, industry promotion activities have encouraged rural industries in Cao Bang Province to develop, raising local worker incomes, gradually improving the rural face of Cao Bang. Rural industrial businesses have contributed to accelerating the restructuring of the local economy as well as the local workforce in positive ways, eradicating hunger and reducing poverty, and ensuring social security in the province.


However, according to Hoang Xuan Thuy, the provincial industrial and craft production sectors still reveal limitations and rural industrial facilities remain small in size and backward. The budget for industry promotion remains limited. The dissemination of information about industry promotion is still weak and industry promotion officials are not qualified enough. Moreover, due to their limited financial capacity, many rural industrial facilities in Cao Bang Province are not eligible to take part in and benefit from industry promotion programs.


Increasing the budget for industry promotion


To overcome difficulties currently facing Cao Bang’s rural industries and improve the effectiveness of industry promotion activities, the provincial people’s committee has worked out a long-term industry promotion plan.


Under the plan, from 2013-2015, the budget for industry promotion in Cao Bang Province will increase to total VND7.82 billion with VND6.55 billion coming from the national budget and VND1.27 billion from the local budget. The province will use the industry promotion budget to provide vocational training for 150 workers, assist businesses to build 11 technical demonstration models and help eight rural industrial facilities use modern production equipment. In addition, Cao Bang will make detailed plans to develop four industrial parks for small and medium enterprises in the locality. Typical rural industrial products will be selected to benefit from support policies. Some 14 rural industrial businesses will be assisted to take part in fairs.


Cao Bang will increase training for industry promotion officials at the grassroots level so that they can help businesses access state support such as tax reductions and preferential loans. The dissemination of information about industry promotion will be intensified. Traditional craft development and production projects, the results of which can be popularized, will be prioritized.


“To improve the effectiveness of industry promotion activities, the Agency for Industrial Promotion must simplify administrative procedures related to the funds for programs and projects in this field. In addition, specific policies must be put in place to offer preferences to industry promotion officials in remote areas,” said Hoang Xuan Thuy./.
