In the morning of July 29th, at the hall of the delegation at the national assembly, the 8th meeting of the term VI-People’s council was officially commenced.

Addressing at the ceremony, the standing deputy secretary cum chairman of the provincial people’s council, Mr. Huynh Tan Viet, chairing the meeting, stressed, “in the general context of the world economy and country being in difficulties with the slow growth rate and restoration, however, with the spirits of solidarity, efforts, non-stop striving of the entire Party and people in the province, the situation of economy-society, national defense-security in the province in the first 6 months of 2013 is basically stable, with some developments. The productivity and yield of some plants, raised poultry gained fair. The service sectors continue to obtain positive results in quality and quantity, contributing to the state budget….However, besides these positive results, the growth rate and economic efficiency are low. The task of compensation, sit clearance, resettlement is still low, lacking the drastic decisions, affecting the rate of progress of the work…From that realistic picture, it requires the provincial people’s council to analyze more profoundly, making clear the remaining and weaknesses, propose the concrete solutions to express the positiveness, the synchronicity of the synchronous solutions to successfully implement the targets, social-economic tasks set for the whole year of 2013, creating impetus for the following years, to contribute to the successful implementation of the Resolution of the 15th Party Congress. Simultaneously, at the meeting, the provincial people’s council conducted getting credit ballots for those being in the positions selected by the provincial people’s council; this is a new action, very significant in the country’s political life as well as our province. The result of getting credit ballots will help see the level of credits of those in positions to make further efforts, self train the moral values, enhance competence and operation efficiency…”.
To continue the meeting, comrade Le Van Truc, vice chairman of the PPC gave a brief report on the situation of society-economy, national defense-security in the first 6 months of the year, the solutions, and measures in need of concentration for the last 6 months of the year 2013. The report clearly stated the tasks to be implemented timely and drastically the Resolution 01/NQ-CP and Resolution 02/NQ-CP of the government, the directive acts issued by the central Ministries, sectors, the provincial Party committee; supervision by the provincial people’s council, directions, operation of the PPC and the efforts of the sectors, levels and the people in the province in the first months of 2013, the situation of society and economy in the province is basically stable and developed. The growth rate of the overall products is 8.8%, among which, agriculture-forestry-fishery increased 8.3%; industry and construction increased 7.4%; service increased 10.5%; the productivity of grain food reached 190,600 tons; the overall export turnover reached $45.6 million, the general capital of overall society’s development is 4,04 billion dongs; the state budget revenue in the province is 950 billion dongs…
In the afternoon on the same day, the delegates continued working at the hall, listening to the PPC present reports, namely report on the stipulations on expense contents, expense levels for the checking tasks, treatment and double checking, the system of legal acts in the province; the report on the supplementary for article 4 into the stipulations on tuition levels at public universities, colleges and secondary vocational centers under the locality’s management since the school year 20112012 to the school year 2014201, issued as supplementary with the Decision numbered 40/2011/NQHDND dated December 16th, 2011 by the provincial people’s council; the report on stipulating the number, the payment and operating expenditure for the voluntary tasks in communes, wards, town lets; the report on the advocacy of adjusting the scope, capacity, location of Vung Ro oil refinery factory project; report on the results of receiving ideas, solutions to the ideas and proposals by voters till the meeting; the proposals of the standing board of the provincial people’s council; the other boards of the provincial people’s council through supervisions, survey..
