(VEN) – Environmental management and protection in industrial parks of the northern province of Ninh Binh over recent years have faced many difficulties due to its rapid industrial growth rate.

Many local enterprises violated discharging regulations and polluted water sources while others have built wastewater treatment systems which failed to meet their required capacities.

In an inspection conducted not long ago, Ninh Binh’s Department of Natural Resources and Environment fined Trang An float glass factory VND50 million and another fertilizer production enterprise VND100 million.

In response, Ninh Binh Province is pushing forward measures to improve the efficiency of its environmental management and protection in industrial parks (IPs). The provincial people’s committee assigned the local Department of Natural Resources and Environment several tasks such as assessing and approving environmental impact reports which are then sent to the management boards of IPs; and granting, extending and withdrawing toxic waste management certificates. The management boards of IPs then will cooperate with the local Department of Natural Resources and Environment, Vietnam Environment Administration, functional agencies and localities to check, offer solutions and treatments with violated units.

So far, environmental protection projects from both Khanh Phu and Tam Diep IPs (phase one) have been approved. At Khanh Phu IP, among the 27 projects which have been granted investment certificates, 22 projects have been approved via their environmental impacts evaluation reports. Meanwhile in Tam Diep IP, similar reports have been approved for 10 projects.

All the enterprises at these IPs have been subjected to actively treat production and household wastewater before being discharged into the IP collection system for further treatment. The enterprises are responsible for the collection, transportation and classification of solid and toxic wastes inside the IPs. After classification, different types of solid wastes could be reused immediately at these enterprises or sold as wasted materials. The wastes that cannot be recycled could be treated privately, among them toxic waste must be treated by specialist waste treatment units.

At Gian Khau IP, a concentrated wastewater treatment plant is also being built and will become operational this year.

Le Khac Khoa, the Deputy Director of Ninh Binh’s Department of Natural Resources and Environment said in the coming time, the province will reinforce basic investigations on the environment and environmental monitoring, and make environmental forecasts to provide timely responses. The province will also promote awareness campaigns and education programs to improve environmental protection of enterprises operating inside the local Ips./.
