(VEN) – An effective application of new rural are construction (NRAC) model has change the face of An Phu Commune. These positive achievements have resulted from efforts by the local community and supported by NRAC incentives.

According to Deputy Chairman of An Phu Commune’s People’s Committee Tran Van Binh, the NRAC project has concretized 9.8km of inter-commune roads and 2.5km of communal roads. A 3km communal road is currently under construction; and the total budget for road construction here may amount to VND32 billion. “In addition, the commune is planning to integrate the funded capital with building local canals and alleys, along with calling for private funding,” he said.
To effectively implement NRAC models as part of the National Target Program on New Rural Area Development, An Phu Commune’s People’s Committee and the local Communist Party’s Committee have determined to focus on the development of local staple farm products such as peanuts, beans, deer, cows, pigs, and chickens.
In the first seven months of this year, the Phu Son Cooperative expanded the commercial pig herds up to 1,500 heads, combined with fruit tree farming and cattle breeding models. The cooperative has so far registered 52 pig raising models scaled from 5 to 30 heads per model with profits ranging from VND5-12 million per model per year.
Considering the results, An Phu Commune’s leaders are to promote large scale pig raising models in the coming time and strengthen links with businesses in the province to ensure food safety and stable markets.
To encourage the development of breeding models to raise local farmer incomes, An Phu Commune’s leaders have also offered local farmers incentives. For example, it will fund VND3 million for every three-cow breeding model and VND1 million for each five-deer breeding model.
An Phu Commune currently has reached nine NRAC criteria for electricity supply, post, education, full time employment, production organization, health, culture and social security. Annual average farmer incomes have reached VND18.3 million. According to Deputy Chairman of An Phu Commune’s People’s Committee Tran Van Binh, the commune’s success resulted from good local leadership, well trained staff through the project supported by ActionAid Vietnam, and the eager participation of local people. An Phu Commune led the movement of donating crops and land in Vu Quang District with 95,000sq.m of land and more than 4,000 crops of high economic value registered. |
“Large scale farming models have been applied and completed the second phase of land consolidation. The commune currently has 526 farmer households who own 1-2ha wide fields recognized by the local authorities. They have also received substantial support incentives such as 100 percent high-yield and quality seedlings and seeds and modern agricultural farming techniques,” Binh said.
An Phu Commune plans to meet six planned criteria for transportation, irrigation, cultural facilities, residential housing, and local administrative system this year. It is currently focusing on reviewing and evaluating the local implementation of NRAC projects so as to appropriately adjust the allocation of available resources and overcome shortcomings./.
