(VEN) – From January 1, 2014, the revised Law on Science and Technology will officially take effect. It is expected to create a new development period for Vietnam’s science and technology.

However, a more detailed and specific decree is needed to guide the contents of the law to avoid tax loopholes


The Ministry of Science and Technology recently held a conference to introduce the revised Law on Science and Technology and a draft decree instructing the law’s execution in Hoa Binh Province. The conference aimed at gathering opinions of scientific and technological organizations and representatives of different sectors about related issues to science and technology before submission to the government for approval.


At the conference, most of the delegates agreed that the revised Law on Science and Technology has introduced many new positive terms creating a more open working environment for scientists, especially the finance mechanism. More specifically, the revised law has fundamentally repaired limitations in the current financial mechanism, helping to avoid losses and create a new mechanism that allocates, uses and controls expenses suitable with scientific and technological activities. It also raises the sense of initiative and responsibility of organizations and individuals involved in scientific and technological activities. The assignment and implementation of scientific and technological tasks have also been adjusted, sticking to the socioeconomic development tasks of the country, the industry and the locality and ensuring output markets for the products.


The draft decree instructing the law’s execution also received support from the delegates. However, some of them said the decree remained vague, difficult to implement and needed more specific supplementation for the contents regulated in the law. Associate Professor, Doctor Nguyen Dang Vang, the Chairman of the Vietnam Animal Breeding Association said the draft decree needs more details on the application of the costs and expenditure mechanism for scientific and technological tasks using the state budget, the special investment mechanism to do special tasks, preferences in utilizing scientific and technological human resources and talents.


Nguyen Dang Vang also said the contribution of science and technology to socioeconomic development needs to be strengthened. The state needs to invest more and privatize investment in science and technology by encouraging enterprises to conduct research and modernize their technologies and sponsor scientific and technological activities with different capital sources.








The draft decree instructing the implementation of the Law on Science and Technology includes five chapters, focusing on providing guidelines and specific regulations on main subjects such as organizations and individuals involved in scientific and technological activities, applications of scientific and technological results and popularization of scientific and technological knowledge.

Ass. Prof, Dr Nguyen Thi Tram, the Deputy Director of the Institute of Agro-Biology, Hanoi University of Agriculture said to make the Law on Science and Technology promote the scientific and technological development in the market mechanism, related agencies need to conduct surveys and evaluate research activities in all universities and institutes, then they can build an unique, simultaneous, fair and objective mechanisms for all the operating research units. By that time, there will be a healthy competitiveness among scientists and researchers and surely Vietnam’s science technology sector will make great progresses./.
