New employment initiative sluggish

HCM CITY(VNS)— The aims and functions of the 2012-16 National Steady Employment Programme should be better disseminated among all wards and communes nationwide to make it more effective, experts said at a conference held on Wednesday.


Le Kim Dung, head of the International Co-operation Department under Ministry of Labour, Invalids and Social Affairs, said that the dissemination work will be strengthened this year and the next.


The steady employment programme was launched last year by the Ministry of Labour, Invalids and Social Affairs in co-operation with Viet Nam General Confederation of Labour, Viet Nam Cooperative Alliance and the International Labour Organisation (ILO). It is also known as the ILO-Viet Nam Decent Work Country Programme.


The programme aims to improve the quality and sustainability of economic growth through the development of highly qualified human resources, provision of steady employment and sustainable enterprise development.


It also targets the promotion of inclusive growth through social protection and the addressing of “decent work” needs of disadvantaged and vulnerable groups.


The programme seeks to contribute to Viet Nam’s aim of becoming a modernised and industrialised nation by strengthening labour market institutions and governance.


However, Nguyen Ba Ngoc, deputy head of the Institute of Labour Science and Social Affairs, said that the programme has not achieved the targets it had set for the first year.


It is yet to update and distribute information about labour market conditions in the country, it has failed to address in a timely fashion urgent labour issues that have come up, and the quality of labour market forecasting has been low, Ngoc said.


For instance, he said, the increasing number of workplace accidents and occupational diseases shows that these urgent issues have not been addressed adequately.


The nation’s vocational training and counseling services are still weak, Ngoc said.


He noted that ethnic minority citizens as well as poor people from the majority community have not been able to access these services.


People with disabilities also continue to find it very difficult to find decent employment.


Migrant labourers in cities do not receive sufficient assistance from authorities, Ngoc added. —VNS
