In my opinion, to attract investment and improve the Bac Kan Provincial Competitiveness Index (PCI), the authorities should have more policies supporting enterprises; continue to improve the business and investment environment, increase efficiency of investment promotion. In particular for Pac Nam District, due to its mountainous geography, it is necessary to encourage businesses to invest in the acquisition and processing of agricultural and forestry production, wisely selecting investors to ensure sustainable development goes hand in hand with environmental protection. Additionally, leaders at all levels from local to central must adopt properly and flexibly the policies and laws based on specific conditions of each locality to develop incentives mechanism for investments, effectively using local resources.

Currently, the province has many open policies, creating favourable conditions for local enterprises as well as external investors. However, the efficiency of these policies remains at a low level. One of the main causes is the lack of determination in giving directions from authorities. The role of provincial business associations and business support organisations are not well played. Therefore, the activities of enterprises stay small and scattered instead of getting stronger. In the current context of difficult economic, the most needed is consensus from the business community, the close collaboration between government and businesses in capital, science, technology, human resources.
Mr Le Viet Thang – General Director of Sahabak Joint Stock Company
Although being a newly established company (since September 2009), Sahabak has always been regarded as a leading business in the field of wood processing in Bac Kan. This accomplishment is thanks to the attention and support from all levels of authorities. Specifically, Sahabak has been exempt from land-renting tax for 12 years and business tax for 4 years together with many other incentives. However, besides these advantages, Sahabak has also been facing certain difficulties, of which the greatest ones is accessing loans due to cumbersome procedures and time-consuming evaluation process. In addition, the incomplete forestry road system and short-term vision of forest growers also present challenges for enterprises, especially in finding material. Coming from these facts, Sahabak strongly hopes that the province would pay more attention, reviewing administrative procedures and make some reasonable adjustments in business loans procedures, at the same time accelerate the construction of forest road system, and most importantly, making forestry material planning and giving long-term directions to regional people. With that, businesses would be able to stabilise production, create jobs and increase people’s income, contributing to socio-economic development of the province.
Mr Ngo Chi Thanh – Director of Bac Kan Forestry Co.,Ltd
Bac Kan has huge potential for agricultural and forestry development. In recent years, the province has begun to pay attention to investing and exploiting this potential. In forestry sector, the province has some investors who are building plywood factories, creating local resources. However, we also hope that the authorities would create more favourable investment policies to the planting units, such as suitable funding to support the reforestation and the people (because acacia and Manglietia conifera, two main trees in Bac Kan requires at least six – seven years to be able to harvest). Additionally, the province needs to focus on building forest roads to facilitate the forest exploitation.

In my opinion, in order to improve the investment environment, the first step is to identify the potential and strengths of localities, in Bac Kan’s case, a mountainous province characterised by 80 percent forest and 10 percent agricultural land, the strengths and potential lie in agriculture and forestry. Recent investment policies for the agricultural sector have not been in par with the potential of Bac Kan. The province needs to invest more in the forestry sector to develop forest economic, supplying raw materials for forestry product processing; focus important investment for fruit trees, forming intensive production areas; as for farmers who live in remote region, the province should introduce them to advanced technology, investing in intensive agriculture and developing subsidising policies for hybrid rice, hybrid corn, transportation fee for agricultural commodities and materials.
Mr Tran Dinh Chien – Director of Huy Hoan Co.,Ltd
Up to now, our company has had 20 years working and growing in Cho Don, Bac Kan Province in the field of civil construction, transportation and irrigation. However, while doing business, the company has encountered some difficulties in resource tax and environmental protection charges for mining and construction works in mountainous areas. Huy Hoan expects that through the project “Bac Kan building administration friendly to businesses” of the Vietnam Chamber of Commerce and Industry (VCCI), the company’s voice would be conveyed to local authorities, in order to establish an open business environment. First, the transparency should be considered top priority; policies related to enterprises should be researched, amended or supplemented in a timely manner.
Besides, dialogues and seminars for small businesses should be held more often, for local authorities to timely understand their difficulties and problems, help them find a solution or forward it to the higher authorities if the problems are out of their competence. It’s also important to renew investment promotion towards more focused and prioritised to help the province stabilise local business, overcoming the recession and economic downturn.
Ms Duong Thi Dao – Director of Cao Bac Private Enterprise
After many years investing in Bac Kan, we have found that this area has great potential for industrial development based on available mineral resource. Our enterprise has continued to expand business to a new kind of production, which is “building artisanal workshop, processing non-ferrous metal and manufacturing building materials”. The project was licensed by Bac Kan Provincial People’s Committee in September 2009 at Ban Tac Village, Duc Van Commune, Ngan Son District. However, the company has encountered obstacles during the premises handover, specifically the mines inventory of Viet – Phap Investment and Construction Joint Stock Company. The problem has not yet been solved due to the difficulties from Viet – Phap Company in handing over the premises, the two sides have discussed and seek solutions, but could not yet come to an agreement. The local government in Ngan Son district had to get involved to resolve the dispute. Our company expects that the Provincial People’s Committee and other relevant authorities would take part in the premises clearance process in accordance with the law, so that Cao Bac would soon be able to conduct business and production activities, promoting the development of the provincial economy.
