(VOV) – The sixth session of the National Assembly was declared a great success as it passed the revised 1992 Constitution and decided on the country’s important issues in 2014.

In his closing speech on November 29, NA Chairman Nguyen Sinh Hung described the year-end legislative meeting as an event of special importance, following the approval of the revised 1992 Constitution and a resolution on key socio-economic development tasks for 2014, alongside regular legislation and supreme oversight.
He noted the revised Constitution asserts the Party’s leadership for the State and society, and demonstrates the belief, will and aspirations of the majority of people toward the Party.
It requires all Party organizations and individual members to be closely connected with the people, serve the people, be put under the people’s supervision, take responsibility for their decisions, and work under the Constitution and law.
The Constitution promotes human rights, citizens’ rights and obligations, and their mastery in developing and perfecting the State apparatus, exercising political, civil, economic, cultural, social, national defence, security, foreign affairs rights.
It affirms the legislative, executive, and judicial rights, identifies basic principles for finalising and renovating the organisation of the State apparatus, and guarantees the assignment, coordination and control of power among State agencies.
The document gives the National Assembly, Government, Supreme People’s Court, Supreme People’s Procuracy and local governments, full authority and responsibility to manage the country.
This is the Constitution of a comprehensive Renewal period politically and economically, meeting the country’s requirements of national construction and defense, as well as international integration, he said.
The legislature also gave opinions on 10 bills and approved 8 others, including the revised Land Law. The promulgation of these laws will help Vietnam finalise its legal system, address shortcomings in real life, and meet development requirements.
Lawmakers made an in-depth analysis of the implementation of every socio-economic development target, and the performance of the government, sectors and localities, drew lessons, and work out tasks and solutions for 2014.
In the face of limited budget, the National Assembly decided to cut unnecessary and inefficient expenditures, allocate capital for important areas, and accept budget deficit increase and additional government bond issuance, enabling the government to go ahead with bold measures to ensure national financial security, stabilise the macroeconomy, and rein in inflation, creating the prerequisite for steady growth in the coming years.
The legislature elected additional officials to some of its agencies, approved the Prime Minister’s proposal concerning appointing and relieving several Cabinet members of their positions, and examined other key issues.
