Nhan Dan Online – The adoption of the draft amendments to the 1992 Constitution is an important step in national development and a great achievement in the renewal process, upholding human rights and citizen’s fundamental rights and responsibilities.
As affirmed in a report by the committee on drafting amendments to the 1992 Constitution, the amended constitution institutionalises the Party’s platform on the basis of promoting democracy, said Vice Chairman Luu.
He stressed the improvement of placing regulations on human rights and citizen’s fundamental rights and responsibilities directly after the first chapter on the ‘Political Regime’, which reaffirms the State’s commitment to ensuring, protecting and respecting human rights and citizen’s rights in accordance with international conventions on human rights.
The amended constitution is the result of a serious and thorough working process, promoting the collective wisdom of the Party, people and army, and reflecting the expectations of the public and NA deputies, said Vice Chairman Luu.
Such an adoption, with the majority of votes, demonstrates a high consensus on the amended constitution’s regulations, he added.
Sharing Vice Chairman Luu’s viewpoint, deputy Dinh Xuan Thao (right) from Hanoi expressed his belief that agencies and organisations will actively promote communication to help people understand and realise the amended constitution promptly through their practical actions.
He said that the amended constitution meets the requirements of new realities, which will be realised through specific institutionalised laws and the conformity of each citizen.
This is the first time the constitution has recognised and respected the United Nations’ Charter and other international agreements to which Vietnam is party, showing the country’s efforts to realise the agreements.
Deputy Do Manh Hung (lower right) from Thai Nguyen province appreciated the amendments, with their thorough preparations. The NA collected ideas and spent time studying and compiling the amendments with many new provisions to meet the requirements and expectations of voters and people across the country.
As a fundamental law, the amended Constitution will help realise the Party platform and play an important role in moving the country forwards in the renewal process, for a prosperous people and a strong country with a just, democratic and civilised society, Hung added.
Deputy Nguyen Ngoc Vinh (Hai Phong city) spoke highly of the consensus and the constitution editing board’s performance in distilling the ideas of citizens, NA deputies and scientists into a suitable document.
Deputy Truong Thai Hien (Kien Giang province) expressed his pleasure with the adoption and his belief that the amended Constitutions will create favourable conditions for the judiciary, in which he works, to make contributions to building a law on organising People’s courts.
Deputy Bui Thi An (Hanoi) also commended the adoption, and said that the amended constitution reflects the expectations and the will of the people, clarifying many provisions related to human rights, including the right to life, the right to education and other rights prescribed by law.
Having participated in making comments on the draft amendments from beginning to adoption, deputy Vo Thi Hong Thoai (Bac Lieu province) said that the amended constitution has crystallised the quintessence and wisdom of people from all over the country, forming an important legal framework and the supreme law of the country, which facilitates the construction and issuance of other laws.
The amended constitution responds to the people’s legitimate requirements and promotes their primacy, contributing to promoting socio-economic development in the new period, deputy Thoai added.
Vietnam has amended its constitution many times, setting important milestones in the national history of construction and development, and the newly amended constitution has consolidated the people’s belief and created a stimulus for the country to step firmly forward into a new period, said Deputy Hoang Huu Phuoc (Ho Chi Minh City).
