International cooperation in hydrometeorology strengthened

In 2013 , National Centre for Hydro-meteorological Forecasting has increased its cooperation with the World Meteorological Organization (WMO), ASEAN Sub - Committee on Meteorology and Geophysics , as well as cooperation with China, South Korea, Japanand a number of other non-governmental organizations. Especially last November, the United Nations Climate Change Conference which was held in Warsaw, Poland, the World Meteorological Organization has decided to choose Vietnamto be a forecasting center for Southeast Asia. Then, Vietnam will be responsible for initial forecasting for all countries in the region. This important event marks a big leap in this field in Vietnam.


In 2013, 20 delegations of the National Centre for Hydro-meteorological Forecasting have been to abroad in order to exchange, learn experience from other countries. At the same time, the Center deployed the implementation of official development assistance projects. For instance, ¥ 2-billion non-refundable ODA project funded by the Japanese government has helped increase funding capacity for natural disaster due to climate change.


Currently, the center submits its technical design, total cost estimate and implementation of this project to the Ministry for approval. Along with that, the Center promotes the US$ 3-million technical assistance project so as to strengthen the weather forecast and early warning of rain and flood.


In addition, the technical assistance project on “Building flooding warning system in Hanoi” funded by the Nordic Development Fund has been launched. Many other relevant projects have been approved and implemented with support of ADB. In addition, the “Strengthening forecasting systems and flood warning in Vietnam – Phase II” project uses the Italian Government’s preferential loans (2013-2015). The technical assistance project using ODA grant of the Swiss Government on Capacity Building and TwinningforClimateObservingSystems (CATCOS) has been approved by the Prime Minister.


The Center is preparing proposals, cost estimates of investment projects submitting to the Ministry for consideration. On the other hand, specialized equipments have been equipped and enhanced, so the quality of hydro-meteorological forecast in 2013 has been gradually improved.

Until 2013, the Center has tracked and forecasted accurately 30 cold spells, 4 tropical depressions, 15 storms, including 10 hurricanes and tropical depressions which stroke to Vietnam, 12 floods, 11 heat-waves, 26 heavy rains throughout the country.


The Centre promptly informs relevant agencies as required, as well as mass media agencies in order to contribute to reducing losses due to natural disasters and floods.
