Too many delegations of officials going on overseas business trips has mounted up large expenses and unnecessary waste for the state budget, said Prime Minister Nguyen Tan Dung.
At the meeting, Deputy PM Pham Binh Minh said, in 2013, 3,200 delegations of Vietnamese officials took overseas trips, down 30% from from 2012.
According to Deputy PM Pham Binh Minh, missions help to boost cooperation between the Vietnamese and foreign governments, however, a number of them prove ineffective and result in an overlap in research content and a waste of the state budget.
“Most of the missions go abroad for the purpose of research. Many foreign partners said that they have to answer the same questions for different Vietnamese delegations,” Deputy PM Pham Binh Minh added.
PM Nguyen Tan Dung requested that ministries, agencies and localities pay attention to the management of this issue, saying that the number of 3,200 delegations going on overseas trips this year is still too high.
The government leader asked for the more careful consideration of the number of people who are sent abroad for the work purposes. He assigned Deputy PM Pham Binh Minh to control the situation and propose solutions.
The PM also urged the issuance of criteria to assess state employees’ tasks.
He emphasised the necessity for strict management of state employees’ working efficiency. “In fact, up to 30% state employees do not work, nonetheless, localities report the rate of 1% to the Ministry of Internal Affairs. This is a pressing issue which must be settled.”
