In the early months of the year, the Government worked on solutions to solve bad debt, and asked ministries and localities to join hands in helping enterprises to access capital for production and trade. The prime minister asked ministries and agencies to promote the application of science and technology; promote large scale production as a leap forward in agriculture; and asked the Ministry of Finance to allocate funding to the build of several cutting-edge hospitals to reduce overloading.

2013 was also the year when the international community recognised and praised the Government’s performance in leading social economic development and achieving the Millennium Development Goals ahead of the 2015 deadline. The selection of Vietnam to the UN Human Rights Council was further proof of the international community’s confidence in Vietnam’s policies, efforts and achievements.
Vietnam’s investment environment, assessed by international organisations has also gained approval. At the Vietnam Development Partnership Forum, international partners like the World Bank, International Monetary Fund, etc., all expressed confidence in the bright future of Vietnam’s economy and agreed with the Government’s plans of maintaining the macroeconomic stability policy and promoting economic restructuring with a focus on the banking sector and state owned corporations.
The Year of the Snake was a positive year in Vietnam’s external affairs. The message, ‘Building strategic confidence for peace, co-operation and prosperity in Asia’ was delivered to the 12th Shangri La Dialogue in Singapore by PM Nguyen Tan Dung where participants agreed with Vietnam that trust is the root of all friendship and co-operation and can help to prevent arising conflicts. At the 68th session of the UN General Assembly, PM Dung delivered the same message, which was appreciated by various international delegations who thought it was ‘correct and to the point’.
At bilateral and multilateral events, PM Dung continued to affirm that Vietnam wants to be a friend and trusted partner of all countries, to be a responsible member of the international community and to make the world understand better the situation in the East Sea in order to ensure peace, security and maritime freedom with compliance to DOC and international laws, especially the UN Law on the Sea 1992.
Vietnam loves peace, and is determined to solve all disputes by peaceful means, to comply with international laws and respect other country’s sovereignty and legal benefits. The Prime Minister impressed the international community when he reminded them that the powerful countries have the responsibility to ensure peace, stability and co-operation, on the basis of respect to independence and sovereignty of all countries, in the Pacific region.
