The Hai Duong provincial People’s Committee Chairman on the afternoon of February 25 inspected the progress of projects in Hai Duong city.
Mr. Nguyen Manh Hien, Chairman of the Hai Duong provincial People’s Committee, on the afternoon of February 25 inspected the progress of projects in Hai Duong city, including the lengthened 62-m road and new urban area to the south of Hai Duong city, the residential and Tan Phu Hung new urban areas in Thach Khoi and Tan Hung communes, the new urban area to the west of Phu Luong bridge, and the trade service, small industrial, and handicraft area in Thach Khoi commune.
39 projects of residential and new urban areas with investment approved and land handed over during 2006-2013 are being implemented in the province by investors, according to the Construction Department’s report.
Most of the projects are lagging behind schedule; no residential or new urban area has been completed, accepted, and handed over.
The projects started when the real estate market was still active. Then, the market paused and froze, resulting in investors’ indifference, one reason for the slowness beside investors’ limited capacity and obstacles in compensation and site clearance for several projects.
After listening to reports of relevant departments and branches and the investors, Mr. Nguyen Manh Hien required the investors to report the progress of the projects to the provincial People’s Committee and Construction Department once every three months.
The Construction Department was assigned to host general inspection and review of the residential and new urban area projects along with the Department of Planning and Investment, Department of Natural Resources and Environment, a number of related departments and branches, districts, city, and provincial town to work out solutions to difficulties; resolutely stop executing the projects of incompetent investors; and complete a report on the implementation of the residential and new urban area projects in May 2014 to submit to the provincial People’s Committee.
The provincial People’s Committee Chairman will approve the adjustment of proposed projects only if financial plans have been completed.
The Department of Natural Resources and Environment will preside over the removal of difficulties in compensation and site clearance for a number of projects with remaining problems along with districts, city, and the project owners.
The investors should self-check, review, assess, and summarize the project implementation to have specific plans on the performance progress.
Through the general inspection and review, the province will determinedly handle any residential or new urban area project unqualified for further extension but still carried out in compliance with legal provisions.
Thanh Dong Real Estate Investment JSC. should quickly execute the lengthened 62-m road project and social housing project in Tue Tinh new urban area and the new urban area to the south of Hai Duong city; Newland Investment JSC. should urgently deploy the Tan Phu Hung new urban area project and report the implementation of the residential area project in Thanh Binh ward to the provincial People’s Committee.
