Accordingly, the city has built up training programs and contents which are suitable for diverse groups of labourers; increased links to use trained labourers and resume the products produced during their vocational training.

Each year, the city earmarks a certain amount of money as preferential loans for poor and nearly-poor people, to help them find jobs.

The city issued policies to encourage economic sectors to expand production, diversifying industries to create more new jobs for labourers.

Since late 2006, the city has worked with the provincial centre on employment introduction to successfully organise work fairs, helping over 1,000 labourers be recruited at enterprises, significantly reducing the unemployment rate at localities.

Also since 2006, the city has created jobs for over 10,000 labourers, increased the rate of trained labourers to over 60%; increased the working hours of rural labourers to nearly 90%; and built diverse effective economic development models./.
