The new Decision on the coordination of search and rescue operation in internal maritime waters and seaports issued by Prime Minister takes effect on March 10, 2014.
Decision on the coordination of search and rescue operation in internal marine waters and seaports specifies the coordinated search and rescue operation at sea and in seaport waters; the administration and coordination responsibility for search and rescue of the National Committee for Air and Sea Search and Rescue and relevant ministries, agencies, provincial people’s committee, coastal centrally-governed cities, organizations and individuals.
The Decision is applicable to both Vietnamese and foreign individuals and organizations involved in search and rescue operation in Vietnamese marine waters and seaports.
The Decision details the responsibilities of the National Committee for Air and Sea Search and Rescue; Central Committee for Flood and Storm Control; Ministry of Defence; Ministry of Transport; Ministry of Agriculture and Rural Development; Ministry of Natural Resources and Environment; Ministry of Information and Communications; Ministry of Health; Ministry of Foreign Affairs; Ministry of Finance; Ministry of Planning and Investment; other relevant ministries and agencies; People’s Committee of coastal centrally-governed provinces and cities; individuals and organizations operating at sea.
Prime Minister stipulates that Ministry of Natural Resources and Environment is in charge of directing ministerial-level departments and units to monitor and broadcast sea forecast on low pressure zone, storm, earthquake and tsunami.
Ministry of Natural Resources and Environment directs the National Center for Hydometeorological Forecasting collaborating with Vietnam Coast Radio Station to providing prompt information on weather and hydrometeorology for individuals and organizations operating at sea.
In parallel, Ministry of Natural Resources and Environment requests the radar system monitoring marine natural resources and environment of General Department of Seas and Islands and the remote sensor system of Vietnam National Remote Sensing Center to engage in search of people meeting with accidents at sea when the National Committee for Air and Sea Search and Rescue and related ministries, agencies and localities are in need.
The Decision takes effect on March 10, 2014 replacing Decision no. 103/2007/QĐ-TTg date July 12, 2007 of Prime Minister.
