Hanoi: Firm in the Face of Difficulties

Hanoi reported its State budget revenue reached VND163,075 billion (nearly US$8 billion) in 2013, or 100.9 percent of the estimation assigned by the Hanoi People’s Council; the consumer price index (CPI) rose 6.37 percent (compared with 8.57 percent in 2012); 265,088 health insurance policies were granted to poor and socially sponsored people, and 20,678 households moved above the poverty line (25.3 percent higher than the plan).


The officially updated socioeconomic data in 2013, announced at a general meeting of the Hanoi People’s Committee in February 2014, affirmed the hard-won fruit of the Party, the Government and citizens of Hanoi in the past tough year.


The data were updated because the Hanoi People’s Committee made a preliminary Report 203/BC-UBND on the implementation of socioeconomic development plans in 2013 on November 18, 2013, with some estimated indicators. The updating did not aim to make the report nicer, but reassert the resolution of the city’s entire political system. Within less than two last months of the year, most basic indicators were beat forecasts, especially State budget revenue and social security. Moreover, this result also produced valuable lessons: When there is a consensus, solidarity and unity, the impossible can be made possible.


Together with continued tightening of administrative discipline, initiated last year, Hanoi made 2014 “The year of urban order and civilisation” with the determination of building a modern, civilised capital city. To realise this goal, along with enhancing administrative reform to ensure a favourable, transparent investment environment, the city reviewed and supplemented existing policies and work out new ones to provide public services and social security programmes; renovated resettlement policies aimed to create greater flexibility and convenience for citizens; built plans for enhancing the efficiency of parks, flower gardens, lakes, rivers, ditches, and social infrastructure.


The city is forecast to see a lot of difficulties in 2014. But, with the development outcomes in 2013, and above all, the consensus and unity of the entire Party, the Government and citizens, Hanoi will overcome any difficulties and challenges, given the tremendous success in carrying out the very hard task of changing the administrative boundary of the capital region in accordance with Resolution 15 of the National Assembly.


Indeed, the potential of Hanoi is huge and the solidarity, consensus, determination and pride of Hanoi people is also very high. And, these factors create the solid ground for the city’s success and prosperity.
