Recently, in the presence of Bulgarian Prime Minister Plamen Oreharski and Bulgarian and Vietnamese representatives of Ministries, agencies, departments, PV Oil Lube and Prista Oil Corporation (Bulgaria) signed the Memorandum of understanding (MoU) on building used oil recycling plant in Vietnam.
Prista Oil Corporation is a leading oil and gas group in Bulgaria which owns and operates many oil treatment plants in Bulgaria, Ukraine, Uzbekistan under the standards set by EU Directive 75/439/EEC/87/101/EEC. Prista Oil’s produces high-quality base oils equivalent to Group II base oils categorized by American Petroleum Institute. It is praised that the MoU brings economic, environmental and technological benefits to Vietnam and enables Vietnam to have access to European advanced technology by learning models of Bulgarian used oil recycling plants.
According to Vietnam’s law, used oil is considered hazardous waste and need to be collected and treated by authorized related agencies. A oil recycling plant will help environmental protection and improve Vietnam’s image in international investors’ eyes, thus attracting projects of environmental-friendly advanced technology. However, in practice, used oil is traded as a type of goods in Vietnam. Used oil treatment facilities without license and modern technology still remain due to the loose management of supervisory agencies. Uncontrollable trade of used oil makes it difficult for collection and re-purchase. Therefore, it is essential to set up some used oil collecting points, network from users to distributors and follow law on collection, recycling and use of used oil.
According to Mr. Do Van Hau, PetroVietnam General Director, with the aim of saving, improved economic efficiency, environmental-based sustainable development, the success of project that PV Oil and Prista Oil cooperate on will prevent hazardous used oil from being discharged into the environment, replace the outdated used oil recycling technology and produce high-quality oil for industry sector.
At present, many countries in the world issue strict regulations of used oil production, distribution, collection, treatment and recycling. In the United States, the annual used oil collection is 1.4 million m3 which can be used for 50 million cars per year after recycling. In Europe, there are 2.5 million tons per year of collected used oil. In Vietnam, despite regulations on collection and treatment of general waste, the practice of used oil collection, treatment and recycling is done at small level with outdated technology causing safety, quality and environment concerns.
In line with MoU, PV Oil and Prista Oil held a Symposium to share experience of legal regulations on used oil-related activities in Bulgaria and Ukraine, used oil treatment and recycling procedure in accordance with international standards, oil demand and supply, oil market as well as related topics. Experts suggested Vietnam should set up used oil collecting points and user-distributor networks. Participating government-attached agencies should follow legal regulations tightly to manage used oil recycling and use.
