After 1 year of implementation, the policy of preferential credits for nearly-poor households has contributed to solving the “thirst” of capital among these objects. So far, lots of nearly poor households in the province have done effective business and gradually overcome poverty in a sustainable way.

According to Mr. Dao Thai Hoa, director of bank of social policy-Phu Yen branch, the Decision numbered 15 of the Prime Minister on credit policy for the nearly poor households came into effect on April 16th, 2013. This Decision has contributed to solving the the “thirst” for capital of nearly poor households.



Mrs. Vo This Thu Thuy in Ngoc Lang hamlet, Binh Ngoc commune (Tuy Hoa city), lets known, “Previously my family was poor, without fields, life was so hard, meals today meant hunger tomorrow. In 2006, thanks to the consideration from the government, collectives and unions at levels, we could make a 5-million-dong-loan from the credit policy for the poor households from social policy bank-Phu Yen province, to raise cows. After 3 years, my family paid off and made new loans to continue the profession. Family economy has been improved, and we’ve been out of poverty, however, income is not stable”. To the year 2012, Mrs. Thuy paid off but unable to make new loans because she’s not the beneficiary object. While suffering from the thirst for capital, in April 2013, the program of giving loans to nearly-poor households was introduced timely, which helped her follow the procedures to make a loan of 15 million dongs to buy calves for breeding in parallel with investing in planting vegetables and flowers. Since the day obtaining the capital, Mrs. Thuy has felt peaceful in mind to do her job as well as buying some necessities for the family. She even sends savings on a monthly basis through the saving and loan making groups (SLMG).


After one year of implementation, the total debts of the credit policy fir poor households in social policy bank in Phu Yen branch is over 212.4 billion dongs with the number of households making loans of 11,905; accumulated loans that have been disbursed is over 80.4 billion dongs for 4,130 nearly-poor households. The particular feature is although “being born late“, the current total debt for nearly-poor households accounts for nearly 12% of the total debts; the approximate debts for the projects of clean water and rural environmental hygiene are only ranked after the program of giving loans to poor households and students. Mr. Dao Thai Hoa lets known: to accomplish this, right after the Prime Minister issued the Decision Numbered 15, social policy bank, Phu Yen branch has directed the transaction offices to survey the number of nearly poor households in the localities, to grasp the demands of making loans among the people so as to construct suitable credit plans. The bank has also actively consulted the local governments to assign and rotate capitals between the two loan programs for poor and nearly poor households to ensure credit capital sources in the province. Besides, social policy banks in Phu Yen trains the related sectors; coordinated with the collectives at various levels, boards to reduce poverty in communes/wards/townlets, enhancing the tasks of propagating, widely announcing the credit policies for nearly poor households, joining in timely judging for the right beneficiaries.


According to Mr. Hoa, in the past time, the capital support for nearly poor households’ bas brought about positive results. For the policy capital to continue developing results, it’s necessary for governments at all levels, related sectors to orientate, instruct households to make loans to do business, shift plants and poultry, animals for making it compatible with the localities’ topography and climate conditions. It’s also important for collectives and organizations to actively inspect, supervises loan-making households to use the capital for the right purposes, urging the debt collection on due days; timely judging for households in difficulties to make necessary loans for family economy development.
