In the 2014-2015 school year, kindergartens in 16 communes and wards in Tuy Hoa city have actively persuaded the 5-year-old children to classes. With the aim of not missing the eligible children to class in the province, the School Boards undertook such advocacy measures as dividing into regions, assigning teachers to come to their home and convince their parents to take the children to classes. Thus, the number of children being mobilized to school is 2,343 children, reaching 100% of children aged. For caring and teaching children is guaranteed, the staff, teachers are always ensured sufficient in both quantity and quality; in which 100% of teachers are qualified. Therefore, the percentage of 5-year-old children mobilization to complete the pre-school program has reached nearly 99%; the percentage of mal-nourished underweight 5-year-old children, stunting was only 1.2%. It is the result after more than 4 years of implementing the project of Universalizing preschool education for children 5 years old in Tuy Hoa city. In November, 2014, the city was recognized as the standard city of universalizing pre-school education for 5-year-old children by the PPC.


Along with Tuy Hoa city, at the end of 2014, the two districts of Tay Hoa and Song Hinh were also recognized as the standard universalizing pre-school education for children aged 5 by the PPC. Particularly, Phu Hoa district is the best locality to do the work, recognized as one standard example by PPC in 2013. As reported by the Childhood Education Division of the Education and Training Department, by the end of 2014, 89 out of 112 communes, wards and 4 districts, city throughout the province reached the above-mentioned standards, up 3 districts and 25 communes, wards in compared with 2013. The reason for the project to be early implemented is that in the early 2014, the localities were allocated VND 15 billion by the PPC to build 39 kindergarten classrooms, expanding the school scale.


According to the Education sector’s plan, August, 2015 at the latest is wehn the five districts of Tuy An, Son Hoa, Dong Xuan, Dong Hoa and Song Cau town to be checked and recognized as aforementioned standard. However, to achieve the goal, the most difficulties fall into the facility. Currently, the percentage of pre-school children mobilization to school in the locality has achieved a high rate, but the school’s infrastructure is limited; the system of schools, classrooms, equipment, utensils, toys in mountainous, remote areas schools has not met the learning needs and the universal goal.


In addition, the People’s Committees in districts and town has not achieved the universal standards need to promote the education socializing work, prioritizing resources to build preschools meeting the national standards, paying attention to the fund allocation to build facilities, purchase items, toys, minimum equipment for the pre-school education… Mrs. Tuyet shared: “With the consolidation of the whole political system, I believe that the work of Universalizing pre-school education for children aged 5 in the province will ensure proper quality and schedule”.
