VGP – PM Nguyen Tan Dung has asked relevant agencies to quickly devise a plan on building new-style rural areas in 2016-2020, suggesting making it as part of reports at Party congresses.
PM Dung made the conclusion during a recent teleconference reviewing the national target program on building new-style rural areas in 2014 and devising plans for 2015 and the 2016-2020 period.
The Government leader noted several important policies which should be focused on, including policies on enhancing scientific and technological application in agricultural production and encouraging scientists to create breakthroughs in hybrid studies.
Policies on encouraging and supporting businesses to invest in agriculture and services in rural areas should also be implemented while policies on vocational training should prioritize skills to help improve farmers’ productivity and new jobs to help farmers shift to industrial production and services.
Better credit policies and further support should be offered to poor households while the State Bank should steer the Bank for Agriculture and Rural Development to provide capital support to develop agricultural production and promote new-style rural area construction.
PM Dung asked ministries and agencies to increase resources for the national target program on building new-style rural areas while requiring localities to mobilize local State budget and other social resources for the program.
Criteria on new-style rural areas should be reviewed and updated to ensure practical benefits for people and communes which were recognized to achieve the criteria should be continued for better results, PM Dung added.
