“As a nation having a developed oil and gas industry with ancillary industries such as steel pipe manufacturing to transmit oil and gas and steel tube, Korea is considered one of the strategic partners of PV PIPE in market development orientation. Cooperation with the Korean partners will help PV PIPE in improving production activities, trading of steel pipes and other business activities”. It is the assessment that Mr Tran Dang Thuyet, Director of the PetroVietnam Steel Pipe Joint Stock Company (PV PIPE) made in an interview with Vietnam Business Forum on the market, as well as the potential investment and cooperation expansion with partners from Korea. Could you share the opportunity and means of cooperation between PV PIPE and Steel Flower Co., Ltd. (SFC) and Busan in South Korea in the production of steel pipes to transmit oil and gas and steel pipes under American API standard?
On October 11, 2012, the PV PIPE with Vietnam Gas Corporation, SFC and the city of Busan held a signing ceremony of a memorandum of understanding (MOU) with the full participation of representatives of the parties. This co-operation is the most notable activity between PV PIPE and Korean partners.
The basic contents of the MOU further enhance the relationship between the parties to cooperate in the production and trading of steel pipes and other business activities. SFC is a production management consultancy (PMC) of PV PIPE, the unit training for management positions and engineers to operate the PV PIPE prepared for the production of plants , and has consulted for PV PIPE successfully in achieving certification API Spec 5L, API Spec 2B, API Spec Q1 and ISO / TS 29001 of the American Petroleum Institute.
This MOU will further tighten the cooperation relationship between the parties in production and business activities. SFC will actively support the development PV PIPE in international trade activities, exchange of market information and foreign customers; support PV PIPE in the engineering, production line management to continuously improve product quality and reduce production costs. At the same time, the SFC will consider sharing some orders for PV PIPE in the form of processed products (SFC will provide plates, the input, participation in monitoring quality control during production process at the plant of PV PIPE) in case PV PIPE’s tube manufacturing plants have no orders. Meanwhile, the SFC will provide redundancy in case the manufacturing capabilities of PV PIPE’s plants cannot meet all the orders. Cooperative activities will minimise risk and enhance mutual support, especially in conditions of economic recession and the possibility of rescheduling / stopping big projects which cause disadvantage for PV PIPE.

The cooperation with the Korean partners will help PV PIPE in improving production activities, trading of steel pipes and other business activities.
The Mayor of Busan also appreciated and emphasised that the cooperation between Steel Flower and PV PIPE Steel is a typical solution for development cooperation, experience sharing, cost savings and increasing competition, and he also believes that this will be a new milestone in the development of the two companies.
What does PV PIPE prepare to confidently cooperate with Korean partners?
PV PIPE of the Petro Vietnam Gas Joint Stock Corporation (PVGAS) is the supplier LSAW – Longitudinally Submerged Arc Welded with the outside diameter from 16″- 60″ (406.4 mm – 1.524 mm), tube thickness from 6.4 mm – 35 mm, length of tube from 8,000 mm – 12,000 mm in the advanced production line with three-Roll Bending axis originating from Switzerland – EU.
The establishment of PV PIPE is in the strategy of diversifying the types of services, the new products of PetroVietnam (PVN), saving cost for imports of steel pipes for the works of the oil industry in particular and the country in general. At the same time, it contributes to ensuring the strategic initiative in the infrastructure development of PVN, reducing dependence on imports from other countries in the region and the world.
The steel pipe manufacturing plant owned by PV PIPE investors has a total investment of VND2.175 billion. The plant capacity is 100,000 tonnes / year with one shift working, and 200,000 tonnes / year with 2 shifts working. This is the 1st steel pipe manufacturing plant in Vietnam and the largest modern factory in Southeast Asia, opening up great potential for Vietnam’s steel pipe products.
Steel pipe from the PV PIPE plant was licensed API 5L certificate version 44 for pipelines, gas pipelines and 2B API certification for structural steel tubing by API. API license certificate is internationally proven for capability of PV PIPE which can supply steel pipe products for the Nam Con Son 2 project, Block B – O Mon project (two projects with national and international scale of the PetroVietnam) and other projects in the oil and gas industry at home and abroad.
Currently, we are focusing on exploiting and expanding markets, putting steel pipe products branded National Petroleum Corporation Vietnam to the world market. With the capacity of PV PIPE, we’re confident that we will work effectively and successfully with many partners in the leading oil and gas nation of South Korea.
To realize the MOU, PV PIPE joined Korea Offshore International Exhibition 2012 in Busan, South Korea. Through this activity, how was PV PIPE Brand perceived by exhibitors and international buyers?
Offshore Korea Exhibition 2012 is a great exhibition bringing together the leading companies in the oil and gas industry and offshore oil and gas service in Korea and internationally, such as Hyundai, POSCO, Samsung, GS, Cameron, STX, DAEWOO (DSME) , SXP, Panasia, Schneider etc. This exhibition is one of the critical bridges between providers of products and services for oil and gas exploration activities offshore and potential customers, and is a place for customers to fully understand products and services of their interest, as well as all other commodities related to oil and gas activities in the sea. This is a good opportunity to promote PV PIPE and introduce products to potential international customers.
Prior to joining Offshore Korea Exhibition 2012, the PV PIPE brand was almost unknown. The appearance at the Busan Exhibition brought to the exhibitors and international clients in offshore oil and gas extraction the image of a “Made in Vietnam” steel pipe manufacturer, the leading Southeast Asia manufacturer with modern production lines from Europe.
