The Minister of Transport, Dinh La Thang, said that traffic accidents are caused both by ignorance of drivers and bad traffic management, partially putting the blame on state management.
According to the minister, it is not only drivers’ ignorance of laws, but also weak implementation of policy, such as issuance of drivers’ licences and lax monitoring of road safety rules. He added that, although agencies create policy on traffic safety, if they are not carried out effectively, they are essentially useless.
“There are ethical issues with the traffic police, and those who are found to be in violation will be punished,” the minister said, adding that the Ministry of Transport plans to tighten control over managers of these agencies and hold them accountable.
The minister said that it is important to raise the bar for efficiency in traffic management. This, he said, will help to increase awareness of traffic safety among the public. He added that fines should take into account the incomes and living conditions of the population.
