In the entire district of Phu Hoa, there are 1 cooperatives in operation under cooperative law, among which, there are 13 agricultural trading and service cooperatives (ATS), accounting for over 81. These cooperatives not only serve the development of agricultural development but also expands trade and service, meeting the demands of the cooperative members as well as creating income source for the cooperatives themselves.

The most outstanding feature of the ATS in Phu Hoa district is the task of producing breed rice. The ATS have been active in creating new breeds of the original kind, super original kind; both compatible with the locality’s soil and being able to well resist epidemics, bringing about high productivity and quality. In order to mobilize the people to completely change the habit of using the old rice breeds bearing the degenerated gene sources, to apply for the next crop, the cooperatives have mobilized the members to participate in producing the farmer households’ rice breeds in wide area. Mr. Luong Cong Dung, head of Dong Hoa district’s division of agriculture and rural development, let known that in the winter-spring crop 2012-2013, the division takes the advocacy of implementing the general advocacy of the department of agriculture and rural development on constructing the model of “Large sample rice paddy field” with the participation of 13 agricultural cooperatives. The result has shown that 76.6ha has been schemed to serve the production of breed rice supplying confirmation, nearly 400 tons of farmer households. The quantity of this type of rice meets about 31% of the area of summer-autumn rice crop in the year 2013 of the district. The outstanding unit in implementing the task is Hoa Quang Nam cooperative. The brand of HD rice breed by this cooperative has been acknowledged quality by the provincial department of agriculture and rural development, the intellectual patent bureau has issued the sole right for the HQ rice breed brand.
Not only producing breed rice, the cooperatives in Phu Hoa district has also implemented the merchandise rice breeds. Hoa Tri 1 and Hoa Tri 2 cooperatives have cooperated with the people’s committee of Hoa Tri commune to implement the model of “large sample rice fields” on the area of 20ha; the income gained is 5 million dongs/ha higher than the counter-part rice breed. Hoa Thang 2 cooperative has coordinated with the provincial branch of plants protection to implement producing merchandise rice under VietGAP standard with the scope of 5ha, profit has been increase 4 million dongs to 5 million dongs/ha.
Besides agricultural operation, the cooperatives in Phu Hoa district has also pushed up the service trade operation, which is focused on the sectors of petrol, gas, interior credit, agricultural material, construction material, leasing property, leasing land, supplying clean water, collecting waste….According to the statistics by the district’s division of agriculture and rural development, since the beginning of the year, the total revenue of the ATS is estimated at 108.5 billion dongs, bringing about not-yet-distributed profit of nearly 3.4 billion dongs, with more than 993 million dongs contributed to the state budget…
Mr. Le Luan, Chairman of the provincial cooperative alliance, assessed, apart from the services bringing about high profit, the ATS in Phu Hoa district have still maintained and developed the public benefit services “getting income to compensate expenditure” like the service of collecting waste, trading clean water… in order to serve the residential communities as well as the members’ lives. So far, 13 cooperatives of Phu Hoa district have attracted 47,446 members. The total capital source for operation of these cooperatives is nearly 57.6 billion dongs, with more than 8.7 billion dongs contributed by the members. In the coming time, in close-knit connection with the national target program of constructing new rural areas, the cooperatives in Phu Hoa district will have more chances to develop the construction service once bidding for the works of concreting the rural traffic areas at small and medium scale.
