HA NOI (VNS)— Overloaded vehicles have been blamed for causing subsidence on the new Ring Road 3 flyover section between Tu Liem District’s Mai Dich Ward and Hoang Mai District’s Linh Dam Lake in Ha Noi.

In an official report sent to the Ministry of Transport, the Thang Long Project Management Board, the project’s main investor, indicated that the frequency of overloaded lorries was to blame.

The board added that the design, drawn up by contractor Sumitomo Mitsui Company, and construction had complied with current standards.

Sink lines had previously been reported in the flyover section from Trung Hoa to Thanh Xuan, which was built by Japan’s Sumitomo Mitsui Construction Co Ltd.

Regarding the design of the highway’s surface, the board said that the asphalt concrete used met the national standard of calibration in analytical chemistry and use of certified reference materials issued two years ago.

The construction of the highway was regularly inspected by the State Council for Evaluation, a State-level body which gives final assessment on major national projects, to ensure that it followed standards on design and execution, the report stressed.

Despite several cracks on the surface, vehicles on the flyover would not be affected, according to the board.

The subsided sections had been inspected by Sumitomo Mitsui Company, who would fix them at the company’s expense as the flyover was still under warranty, the board said.

The highway section was funded by Japanese official development assistance loans with total investment of VND5.5 trillion (US$256 million).

The route links Mai Dich Intersection with Linh Dam Lake in Hoang Mai District, and includes 385m of paths and more than 8.5km of bridges.
