Nhan Dan Online - The National Assembly (NA) Committee for Science, Technology and Environment on September 26 verified draft amendments and supplements to the Construction Law (revised).
The session was in preparation for the upcoming 6th session of the 13th NA scheduled to run from October 21-November 26.
NA deputies agreed that the draft law needed to improve the environment for equality and fair competition, effectively manage capital use in construction projects and minimise capital loss, especially in State-invested construction projects, as well as strengthen the role and responsibility of State authorities and other actors involved in the construction process.
Participants suggested clarifying the administrative procedures reform in the draft revised law to ensure construction project’s progress.
Deputy Huynh Minh Hoang from Bac Lieu province, along with many other opinions, agreed that investment process is an inseparable phase in each project. Thus, the draft law should be adjusted throughout the entire processes of the project, from planning the projects to putting the construction sites in use, with all kinds of different investment sources.
Concerning the overlapping among construction related laws, deputy Hoang Thanh Tung suggested to ensure consistency between the Construction Law (revised), the Law on Bidding (revised) and the Public Investment Law (revised).
Some others urged construction planning must be linked closely with financial institutions and planning should be the first initial but important step in every construction project. Deputy Bui Thi An stressed the need to specify social infrastructure planning in each project. If planning is missed out, this project should not be approved, An said.
Regarding the management of the construction project, Deputy Hoang suggested supplementing additional regulations on the organisational structure of project management boards. He also recommended that the draft law needs to clarify the role, responsibility, and relations between project management boards with investors, project owners and operators of the construction facilities.
