(VEN) – The Vietnam Automated Cargo Clearance System and the Vietnam Customs Intelligent Database System (VNACCS/VCIS) are expected to come into official operation next April. The General Customs of Vietnam Customs is providing technical training for customs officials and import, export businesses so that they can master these modern systems.
According to Nguyen Manh Tung, Director of the Customs Information Technology and Statistics Department under the General Department of Vietnam Customs, VNACCS/VCIS were designed to cover about 200 technical customs operations. Apart from electronic customs procedures, including customs clearance, the two systems also cover many other electronic technical operations related to the payment of taxes and fees, e-manifests and import, export procedures handled by relevant ministries and sectors. Detailed plans for VNACCS/VCIS have been made and the two systems will undergo trial operation until the end of 2013.
Technical training
According to schedule, VNACCS/VCIS will shortly come into operation based on modern technologies to meet the requirements of globalization. Therefore, ensuring the effective operation of the two systems as soon as they are put into use is a very important task. To achieve this, it is necessary to intensify technical training. General Department of Vietnam Customs General Director Nguyen Ngoc Tuc said, “From now to October 31, 2013, the customs sector will concentrate on providing customs officials and import, export businesses throughout the country with necessary knowledge on VNACCS/VCIS.”
The General Department of Vietnam Customs opened a class in Hanoi to provide detailed knowledge on VNACCS/VCIS within five days from August 19-23, 2013. Attendants included officials from 11 local customs departments of Northern provinces and cities. These officials will be responsible for imparting the knowledge they learn from the class to their colleagues and import, export businesses in order to ensure effective use of VNACCS/VCIS in the future. Similar classes will soon be opened in the central and southern regions.
Strong determination to develop VNACCS/VCIS
To successfully put VNACCS/VCIS into official operation, Nguyen Ngoc Tuc has provided instructions for relevant sections of the General Department of Vietnam Customs and the customs departments of provinces and cities to prepare human resources capable to develop VNACCS/VCIS nationwide.
The General Department of Vietnam Customs has required the heads of the local customs departments to take the initiative in organizing training courses to provide knowledge about VNACCS/VCIS for customs officials and import, export businesses in localities. Customs officials at all levels must be trained to be able to effectively use the two systems./.
