According to a government report, six large hydropower plant projects and 418 smaller ones have been slashed from a target plan due to ineffectiveness and negative impact on the environment and society, while 136 hydropower projects have been suspended for a fixed term.
The government will also not consider hydropower potential at 172 locations and will continue to examine and assess 158 hydropower projects.
Most potential hydropower projects were cut out of the scheme mainly because investors are not interested in due to low effectiveness and bad environmental, economic and social impact.
Assembly’s Committee on Science, Technology and Environment on Saturday held a meeting to examine and verify the government report in Hanoi City. The committee said that the quality of hydropower plant planning, especially for smaller hydropower plants, was extremely poor with many projects being eliminated, unfeasible, and need of adjustment in scale during investment process. The numbers of small hydropower plants were many, which barely contributed to power generation.
Some were of the opinion that the government report had focused on each hydropower project separately. However, others commented that the report had not assessed fully and thoroughly compensation, migration, and resettlement for the hydropower projects.
Nguyen Thi Kim Ngan, Vice Chairwoman of National Assembly, said that hydropower plays an important role in energy security and in economic and social development. However, in recent years, hydropower planning has shown many shortcomings.
She asked the government to continue to review and revise the report to bring it closer to reality, as also define responsibilities and specific tasks for the projects.
