Ground broken for nation’s second oil refinery

VGP – PM Nguyen Tan Dung on October 23 attended a ground breaking ceremony for Nghi Son refinery complex, the second of its kind in Viet Nam, in the northern central province of Thanh Hoa.

PM Dung highly spoke of Petrovietnam and its foreign partners in arranging capital and finalizing investment procedures for the launch of the project. The local authorities were hailed for their part in site clearance.


The Government chief asked the investors and EPC contractors to soundly fulfill their commitments to ensure the complex’s quality and progress on schedule.


Related ministries, agencies and the local authorities need to work together in resolving emerging issues, supporting the residents who gave land for the project and preparing personnel when the complex comes into operation.


The $9 billion Nghi Son complex is one of the biggest FDI project in Viet Nam with a capacity of refining 10 million tons of crude oil per year in the first phase and over 20 million in the second phase. It will prosess crude oil supplied exclusively by Kuwait Petroleum International.


Idemitsu Kosan and Kuwait Petroleum International each own a 35.1% stake in the project, while Petrovietnam and Mitsui Chemicals own 25.1% and 4.7%, respectively.


The complex’s major products will be liquefied petroleum gas (LPG), petrol (RON 92, 95), diesel, kerosene/jet fuel, polypropylene, para-xylene, benzene, and sulphur./.
