VGP – PM Nguyen Tan Dung and his Chinese counterpart Li Keqiang discussed and agreed on measures to boost the comprehensive strategic cooperative partnership between Viet Nam and China during their talks in Ha Noi on Sunday.
Firstly, both sides will enhance political trust and maintain regular exchange of visits and contacts of high-ranking, ministerial-level and local leaders.
Secondly, the two countries will continue to boost cooperation in various areas, particularly economics and trade, for mutual benefits; deploy some key transport projects; and lift up the two-way trade value to US$60 billion by 2015 while implementing practical solutions to keep trade balanced.
Both sides will expand financial cooperation, create favorable conditions for and encourage their financial organizations to provide financial services for joint trade and investment projects; improve the capacity of preventing financial and monetary risks. They also agreed to set up a Working Group on infrastructure cooperation and another one on monetary cooperation.
Thirdly, the two countries will enhance people-to-people exchange, consolidate social foundations for the bilateral friendship, and coordinate to organize the 2nd Viet Nam-China Youth Festival at the end of this year.
Fourthly, the two countries will work together to build a joint border line of peace, stability and prosperity.
Fifthly, they will strengthen coordination at international and regional forums in order to maintain peace, stability and prosperity in the world.
Regarding sea issue, the two countries agreed to observe the common perception of the leaders of the two Parties and States, strictly implement the “Agreement on basic principles guiding the settlement of sea-related issues, effectively use the Viet Nam-China Border and Territory Negotiations mechanism, be keen on friendly negotiations to seek basic and long-terms solutions that can be accepted by both sides. The two countries agreed to set up a Working Group to discuss sea-related cooperation and development within the Viet Nam-China Border and Territory Negotiations at Government-level.
The two PMs agreed to further direct the current negotiation and consultation mechanisms, intensify work of the Working Group on the sea off the Tonkin Gulf and the Working Group on cooperation in less sensitive issues at sea.
The two leaders agreed to effectively control sea-related divergences, not to take any action to complicate the situation or expand disputes; effectively use the hotline between the two Foreign Ministries to manage and control disputes, and the hotline between the two Agriculture Ministries to deal with unexpected incidents in fishing activities at sea; timely and satisfactorily settle unexpected incidents.
Both sides agreed to fully and effectively follow the Declaration on the Conduct of Parties in the East Sea (DOC), broaden political trust, beef up cooperation, and maintain peace and stability in the East Sea in accordance with the spirit of DOC, striving for conclusion of the Code of Conduct on the basis of consensus.
On behalf of Chinese Government, Premier Li invited PM Nguyen Tan Dung to pay an official visit to China.
Premier Li also took the occasion to extend deep condolences of Chinese leaders and people to the Vietnamese Party, State and people over the death of General Vo Nguyen Giap – a preeminent military leader and a dear friend of Chinese people.
After their talks, PM Dung and Premier Li witnessed the signing ceremony of the agreement on opening trade promotion agencies in respective countries; a memorandum of understanding on construction of cross-border economic cooperation zone; documents for the project on research and management of marine and island environment in the Tonkin Gulf and for the project on comparative research on sediments dating back to Holocene epoch in the Red River Delta and the Yangtze River Delta; an agreement on the establishment of Confucius Institute in Ha Noi University, among others./.
