Bui Minh Tang, director of the Central Weather Forecast Center, said the storm is the strongest in the past seven years, comparable to the Xangsane that left a huge trail of destruction in 2006. Tang advised that all evacuation and response activities should be complete before 10 a.m. this morning.

The storm is approaching the coastal area, and the storm eye will be some 170km off the coastline between Ha Tinh and Thua Thien-Hue Province. As of Sunday afternoon, the storm was spotted around the Paracel Island, packing wind as strong as 149km an hour.

Heavy downpours are also predicted for the central region.

Central provinces from Quang Binh to Khanh Hoa were trying to make preparations to deal with the storm. The government of Quang Tri urged districts and agencies to ask residents to move their assets and evacuate to safe locations before 10p.m. on Sunday.

In Thua Thien-Hue, around 2,880 households and 11,500 people in areas prone to landslides had to evacuate to safe venues. Meanwhile, 65 fishing boats with some 2,200 fishermen on board are still operating in the sea.

Cao Duc Phat, Minister of Agriculture cum head of the Steering Committee for Flood and Storm Prevention and Fighting, urged localities to call all vessels back.

The steering committee for storm and flood fight and control of Quang Binh Province on Sunday had snap meetings with agencies in the province to seek ways to confront the storm. Nearly 4,000 ships in the province arrived at shore on Sunday afternoon.
