(VEN) – Vietnam has developed its transport system. The country’s overall goal by 2020 is to meet the transport needs of the economy with increasing quality and reasonable prices, contributing to reducing traffic accidents and limiting environmental pollution.
Completing infrastructure
The construction and development of transport infrastructure in recent times have been comprehensively implemented across all sectors. Together with reasonable allocation and effective use of investment capital as well as the raising of extra-budgetary resources, the transport system has gradually been constructed in a modern manner. Many major projects were put into operation. During the 2011-2013 period, the transport sector has kicked off the construction of 125 projects and completed 132 projects managed by the Ministry of Transport.
The attraction and effective use of ODA capital as well as international integration of the transport sector has also been considered. The Ministry of Transport has made agreements and commitments in developing transport infrastructure. To further promote the development of transport infrastructure, the Ministry of Transport will continue to focus on implementing more effective solutions, such as reviewing and adopting appropriate mechanisms and policies; encouraging the participation of investors in the construction and development of transport infrastructure; amending, supplementing and perfecting legal documents to ensure traffic safety. The transport sector will accelerate the implementation of Prime Ministerial Directive 1792/CT-TTg dated October 15, 2011 on strengthening the management of investment capital from the state budget and government bonds.
Overall development strategy
In the overall development strategy, the Ministry of Transport will prioritize to invest and expand Highway 1 to a four-lane road and construct some new highways on the north-south route. In terms of railways, the ministry will consider upgrading and modernizing the north-south railway and constructing a new railway. With regard to airports, the ministry will upgrade and modernize international airports and put new airports into operation soon.
In terms of the northern region, long-term directions of the Ministry of Transportation are to construct new highways in the Vietnamese-Chinese Economic Corridor and complete the upgrading of highways in the northern belt system. The Ministry of Transport will also construct new railways in the Vietnamese-Chinese Economic Corridor and routes connecting to seaports and major economic zones. In particular, the ministry will construct and modernize seaports in Hai Phong and Quang Ninh provinces to meet essential requirements.
The upgrading and modernization of Noi Bai and Cat Bi international airports to become international gateways in the northern region is necessary. The effective and safe operation of Dien Bien airport, restoring the operation of Gia Lam, Na San and Tho Xuan airports to meet requirements of socioeconomic development have also been discussed.
In terms of the central region and Central Highlands, the Ministry of Transport will upgrade routes in the Eastern-Western Economic Corridor and construct roads connecting central coastal provinces to Central Highlands. In addition, the ministry will also construct roads to connect Vietnamese seaports to neighboring countries such as Laos, Thailand and Cambodia. In particular, the expansion of Nghi Son, Cua Lo, Vung Ang, Da Nang, Dung Quat and Quy Nhon ports to meet essential requirements and the construction of container ports in Hue, Da Nang and Nha Trang are also highlighted.
In the southern region, constructing new roads in the north-south highway, routes connecting Ho Chi Minh City to important gateways and transport hubs and completing the upgrading of old highways are needed.
To improve competitiveness of seaport infrastructure in the southern region, the Ministry of Transport will focus on modernizing Cai Mep-Thi Vai port, developing and effectively exploiting ports and terminals in the region in accordance with approved plans. In terms of airports, upgrading and modernizing Tan Son Nhat International Airport, upgrading Ca Mau, Rach Gia and Con Dao airports, encouraging public-private partnership investments to accelerate the construction of new airports are necessary.
Harmonizing urban and rural transport
Regarding the development of urban transport, in the overall development strategy, the Ministry of Transport will develop transport infrastructure and public transport and strive to allocate land for urban traffic. In terms of large cities, promoting the development of public transport such as buses and underground trains and controlling the development of vehicles such as motors and private cars are also needed.
In addition to upgrading, expansion and new construction of roads and intersections, the Ministry of Transport will accelerate the implementation of some projects in terms of urban and suburban railway in Hanoi and Ho Chi Minh City as well as manage urban traffic in an effective manner with modern machinery and equipment such as camera system and intelligent transportation system (ITS).
In terms of the development of rural transport, the Ministry of Transport will maintain, consolidate and upgrade the existing transport network in accordance with technical standards. In addition, the ministry will complete the construction of new roads to central area of districts, communes, forestation yards, farms and industrial zones, construct tunnels and overpasses at the intersection of highways, select the structure of the surface of roads in accordance with conditions and climate in each region and use cement in the construction of rural roads.
Together with comprehensive solutions and the interests of the party and state, the Ministry of Transport will complete set targets in the overall development strategy, contributing to limiting traffic accidents and congestion and bringing the country to become an industrialized country by 2020./.
