(VEN) – The central province of Quang Nam has set a number of targets to improve the quality of socioeconomic development, including improving management capability, developing human resources, creating favorable investment environment and developing a sustainable infrastructure.
Maintaining socioeconomic growth
At the 16th conference of Quang Nam provincial committee of the Party held on October 18, 2013, Chairman of Quang Nam Province People’s Committee Le Phuoc Thanh said the province’s economy has recently witnessed positive changes and posted a quite high growth. The average GDP growth from 2011 to 2013 was 11.75 percent, total domestic revenues increased on average 16 percent per year, from VND2.770 trillion in 2011 to VND4.325 trillion in 2013. Compared with average growth rates of the country, Quang Nam is listed in the group of high development growth (over 10 percent) over the past few years. As compared with the targets set by the provincial party committee congress, this is a positive change shown in the rapid growth of the industry, tourism-service sector and in the stable development of agriculture sector. The province has also developed its industry-oriented economy, local trademarks and created many jobs for local workers.
Over the past three years, power resources to develop infrastructure have been more diverse. Apart from the state funds, other sources from enterprises, international organizations and people also contributed to develop the infrastructure. Accordingly, total investment capital for social development increased on average of nine percent with emphasis on irrigation systems, traffic infrastructure like Chu Lai Airport, Ky Ha and Tam Hiep seaports, economic zones and clusters, urban and rural infrastructure and health.
As for investment attraction, Quang Nam Province has been improving investment environment. The province has focused on solutions to remove difficulties in terms of site clearance and policies to attract more investors. As a result, in the 2011-2013 period, as many as 4,250 projects registered to do business with total charter capital of VND26 trillion, over 320 domestic projects were granted investment certificates with registered capital of VND80 trillion. In addition, the province attracted 33 foreign-invested projects, raising total valid foreign projects in Quang Nam to 94. Several large scale projects have become operational, contributing to boosting the province’s economic development.
From a province with low budget revenues and mainly depending on the state budget, so far Quang Nam has jumped to the country’s 15 provinces recording highest budget revenues. The provincial budget revenues are quite stable thanks to proper production and investment orientations. |
Efforts to accomplish many important targets
In the coming time, Quang Nam needs to take drastic measures to accomplish the set tasks and targets, focusing on promoting industrial, tourism development, improve the investment environment and adopt more favorable policies for investment promotion and attraction.
Le Phuoc Thanh stressed that in the current context of restricted power resources, management capability of the local authority and active participation of all economic components are badly needed. In addition, Quang Nam will continue to check and adjust the development plans of socioeconomic sectors based on the market demand, natural and economic advantages of each locality.
The province is also aware that industrial development should be attached with environmental protection. It will work together with other provinces to invest more in agriculture and rural areas, adjust investment mechanisms to create Quang Nam’s distinctive and high-level industry and tourism products./.
