(VNS) Vice Chairman of the National Assembly Financial and Budgetary Committee Dinh Van Nha talks to Thoi bao Kinh te Viet Nam (VN Economic Times) about the difficulties of managing construction.
Why do many con-struction projects funded by the state budget not reach the expected results?
The issue is partially caused by a lack of supervision. Most construction projects don’t obey all regulations when left alone. So a project needs strict supervision throughout all the stages, from planning to project design and implementation.
Project cost estimations should also be improved. Many projects are delayed for many years due to fund shortages.
What is the role of the National Assembly agencies in supervising the projects?
As the law regulates, the NA and people’s councils at different levels are responsible for overseeing the budget. The NA supervises the national budget, while the people’s councils supervise the budget for provinces and cities.
During the recent term, the NA agencies’ budget supervision was not satisfactory.
The NA assigned different agencies, including the Ethnic Council and specialised committees, to oversee budgets in various fields. This is a challenging task: managing the state budget depends significantly on deputies’ knowledge, capacity and professional skills.
Yet few NA deputies at present have professional knowledge about finance and budgeting. To accomplish this task better, they should improve their basic knowledge and supervisory skills. This training needs both time and investment.
How would you rate the NA deputies’ ability to access different sources of information?
At present, the NA deputies have few sources of information – mostly legal documents. They are forced to search for information on newspapers and the Internet, as there are few official reports from legislative offices.
So to help the NA deputies improve their supervisory capabilities, besides cultivating their professional knowledge and skills, it’s also important to complete the legal corridor on information disclosure. — VNS
