(CPV) - The closing event of the project on the preservation of biodiversity in forest ecosystems in Vietnam is jointly hosted by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the Ministry of Agriculture and Rural Development in Hanoi on December 6.
The event marks the successful completion of the 3-year project on improving personnel, institutional, technical, financial and legal conditions for the nation.
The lessons learnt and experiences of the ending project will be an important foundation for a new GIZ cooperation program on conservation and sustainable use of biodiversity and ecosystem services of forests in Vietnam, which is expected to commence in January 2014.
Amongst others, the project has worked on the legal and policy framework, capacity development, financing mechanisms as well as coordination and cooperation, thus supporting the Ministry of Agriculture and Rural Development to develop a national capacity development plan for Vietnam’s protected areas.
This also helps to improve institutional and individual capacity in the field of biodiversity conservation and protected areas management. In addition it not only looked into alternative innovative, non-state budget financing mechanisms, but also to improve existing state budget financing mechanisms to use investments more efficiently and effectively.
The inter-ministerial Circular 100/2013 for livelihood improvement in exchange for forest protection is vivid evidence of how the project has promoted and facilitated the participation of communities living proximate to protected areas.
Besides, German experts have worked closely with the Ministries of Agriculture and Rural Development, Natural Resources and Environment to improve coordination and cooperation as well as harmonization and qualitative improvement of relevant legal documents and strategies, including Decree 117 and Circular 78 on organization and management of special use forests and the preparation of the National strategy for the management of protected areas for the 2013-2020 period.
The project will make use of the ending project’s experience and broaden its focus towards conservation and sustainable use of biodiversity and ecosystem services of all types of forests in Vietnam./.
