Nhan Dan Online – The United States Agency for International Development (USAID) launched its Country Development Co-operation Strategy (CDCS) in Vietnam for the 2014-2018 period at a ceremony held in Hanoi on January 14.

Addressing the ceremony, Minister of Planning and Investment Bui Quang Vinh valued and thanked the USAID for its efforts in accompanying Vietnam’s development, particularly devising the CDCS for the next five years to help enhance the capacities of Vietnamese agencies, contributing to realising the bilateral comprehensive partnership.


The CDCS will help fulfil key priorities of the US-Vietnam Comprehensive Partnership concluded by President Barrack Obama and President Truong Tan Sang in July 2013, according to USAID Vietnam Mission Director Joakim Parker. The five-year strategy focuses on supporting broader sustainable growth, increasing human capacity and accelerating the US-Vietnam partnership to a new height.


“The US Government will partner with Vietnam and other development partners to provide new investments in climate change, the establishment of key private sector partnerships to improve education opportunities, promote greater economic exchange, more science and technology co-operation, support young entrepreneurs and a cleaner environment, while addressing common environment, health, and war legacy issues”, Parker added.

Also at the gathering, USAID and the Ministry of Justice signed a memorandum of understanding on a technical assistance programme on governance for inclusive growth.


The programme aims to improve policymaking processes in Vietnam in support of an improved regulatory environment and public administration, and looksa to strengthen oversight, performance management and other accountability mechanisms. It also includes capacity building support relevant to Trans-Pacific Partnership commitments. Activities under the programme will be designed to increase the economic and social participation of groups such as women, ethnic minorities and vulnerable populations.


The US$42 million programme will be implemented by a consortium led by Chemonics International, a U.S. consulting firm selected through a competitive procurement process. The Ministry of Justice (MOJ) has been assigned to be the prime counterpart of the programme, together with the National Assembly, Ministry of Industry and Trade, Ministry of Finance, Ministry of Planning and Investment and the State Audit Office of Vietnam. The programme will also develop partnerships with the private sector, civil society organisations, universities, local governments, and development partners on specific issues.


“With its objectives and expected results that have been highly agreed upon by the Government of Vietnam and the U.S. Government, I believe that the Governance for Inclusive Growth Programme will create a new co-operation framework, ushering in and opening up a new period in development co-operation in general and co-operation on legal and justice issues between Vietnam and the United States and the international community,” said MOJ Vice Minister Hoang The Lien.


The gathering also provided participants with an overview of the strategy and included panel discussions based on the key objectives, including enhanced governance for broader, sustainable growth and increased capacity to protect and improve health and well-being.
