Deputy Minister Nguyen Manh Hien welcomed Mr. Deepak Kumar, a representative of LARES Inc
In the morning of March 4, in Ha Noi, Deputy Minister of Natural Resources and Environment Nguyen Manh Hien has worked with Mr. Deepak Kumar, Managing Director of Land Registration System Incorporation (LARES), a private corporation owned by India and Philippines.
Speaking at the meeting, Deputy Minister Nguyen Manh Hien said that Vietnamese government has interest in modernizing land registration system and public – private partnership. Accordingly, Vietnam wants to have deeper understanding about LARES’s project on the computerization of the Philippines land record management system under private – public partnership.
According to the LARES representative Mr. Deepak Kumar, since 2000 the company has carried out the contract involving in construction and management of the Land Titling Computerization Project (LTCP) launched by Philippines Land Registration Authority. The project includes the conversion and digitalization of the existing land database of 25 million land registration papers and 10 million document pages and the operation and maintenance of the installed software-based system. To date, the company has completed surveying 50 percent of land and computerizing 95 percent of cadastral mapping.
LARES has spent the total cost of 200 million USD for the project. The concept of public – private partnership is shown as followed: the company digitizes all cadastral mapping and land database, builds land registration offices and provides office equipment while in return earns profit via land transaction fee.
Appreciating the model of public – private partnership, Deputy Minister Nguyen Manh Hien asked General Department of Land Administration to collaborate with LARES in the computerization of local and regional land registration system. The future of project implementation is subject to the Government’s approval.
