On April 1st, Mr Nguyen Xuan Phuc – the Deputy Prime Minister and Chairman of the National Road Safety Committee has issued a document criticizing Traffic Safety Committee in 16 provinces and cities that have had increased traffic accidents while also praising 22 provinces and cities that have taken good solutions to ensure traffic safety and order in the first quarter of 2014.

16 provinces and cities to be criticized for unsatisfactory result in ensuring traffic safety (resulting in increased number of deaths) were Binh Dinh, Quang Ninh, Tuyen Quang, Ha Nam, Ha Giang, Nam Dinh, Dong Nai, Tra Vinh, Kien Giang, Lai Chau, Ben Tre, Bac Lieu, Vinh Long, Quang Nam, Bac Kan and Ca Mau.


Mr Nguyen Xuan Phuc requested the Traffic Safety Committee of provinces and cities directly under central power to promote results achieved while overcome limitations and weaknesses in recent years, especially provinces and cities that had unsatisfactory results in the 2014 first quarter. Those provinces and cities will have to focus drastically to bring down the number of traffic accidents in the second quarter of 2014 and also the whole year on all 3 criteria.

In particular, the focus should be on: the implementation of guiding documents on ensuring traffic safety and order; the deployment of Traffic Safety Year 2014 with the theme “Tighten transport operations and vehicle load control”; directing Departments of Transportation to tighten the management of transport businesses.


At the same time, localities will need to direct Departments of Transportation, provincial public security and provincial People’s Committee to work in co-ordination to carry out document No. 1966/CĐ-TTg in December 19th, 2013 of the Prime Minister; strengthen the organization of vehicle load control stations prior to April 15th, 2014. Money ollected through dealing with traffic law violators will be used to maintain the operation of vehicle load control stations.

Additionally, traffic police, communal police and traffic inspector must control and strictly handle traffic safety and order violators, especially ones who do the following: speeding, carrying more people than regulated, travelling in wrong lane, violating alcohol rules.. Traffic safety and order management on roads linking communes and districts must also be inspected closely.
