Switzeland contributes USD4.75 million to the new project in Viet Nam

(CPV) -State Secretariat for Economic Affairs, SECO, of Switzerland announced its support to the partnership between the Ministry of Planning and Investment and the United Nations Industrial Development on business environment reforms in Vietnam with a USD4.75 million contribution to the MPIUNIDO project on “Expansion of National Business Registration System (NBRS) to new commercial entities”. The project budget, including national inputs is USD5.45 millions and it will last for 4 years (20142018).


The NBRS was built and put into operation by the Agency for Business Registration (ABR) under MPI, the General Department of Tax (GDT) and provincial Business Registration Offices (BROs) with assistance from the MPI‐UNIDO project “Technical assistance to business registration reform in Viet Nam“, funded by MPI, NORAD, SECO, and UNIDO from 2008 to 2013.


Currently, NBRS is used for single‐point, fully computerized services for business, tax, customs, statistics and public security registration for enterprises in 63 provinces.


As a result, on‐line enterprise registration and enterprise information services, covering records of over 864,596 enterprises and subordinate units registered under the Enterprise Law and 164,000 annual financial statements of shareholding companies, are available through the National Business Registration Portal at http://ift.tt/1gXYaEQ. The average registration time has decreased from 15 days in 2008 to only 3.5 days as of 2013.


According to IFC estimates, enterprises registering for the first time have been saving approximately USD 4 million per annum and these savings nearly double when enterprise record amendment services are also considered.


Mr. Dang Huy Dong, Vice Minister of MPI said, “Business registration reform to date not only reduced the cost and time for registration nationwide, but also demonstrated that client friendly and efficient public sector services benefit the development of the private sector. MPI appreciates the institutional collaboration established with the General Department of Tax and provincial Business Registration Offices and is committed to moving forward on expanding the NBRS and its services to all commercial entities in the country.”


Mr. Miroslav Delaporte, Country Representative of SECO appreciated Vietnam for advancing social and economic development over the last decade“. He added that “improvements in the business environment, including business registration reforms have helped mobilize capital and unleashed the entrepreneurial spirit of the Vietnamese people. He continued by saying “SECO is pleased to contribute to expansion of NBRS to new commercial entities, since the expansion will further help the domestic and foreign invested private sector by improving transparency and reducing the risks of doing business in Viet Nam with information provided through NBR Portal.”


Ms. Nilgun Tas, Chief of the Competitiveness, Business Environment and Upgrading Unit and Deputy to the Director of the Business, Investment and Technology Services Branch at UNIDO Headquarters pointed out that, “the NBRS was at the cutting edge of international best practice in registration systems. With the expansion of NBRS to foreign invested enterprises, state owned enterprises, enterprises registered by management boards of industrial and export processing zones and not yet registered in NBRS, technological and scientific enterprises, credit institutions and other commercial entities such as law firms, and others, the greatest beneficiary will continue to be the private sector.


Private sector will not only gain access to efficient services of NBRS, but also benefit from more appropriate enterprise supporting policies, designed and implemented based on the full picture of all commercial entities operating in Viet Nam”.


She continued to say that “there’s also great potential to link the NBRS with additional public services, for example, with social insurance, secured transactions, trademark and patenting services, among many others and as such to expand this e‐Government iniative wider.”
