According to EuroCham’s 15th survey on business climate index (BCI) of member companies in the second quarter of 2014, conducted in May, the BCI of this quarter had revived to the same level of the prosperous period of 2011, reaching 66 points. It had been 55 points in the first quarter. The result shows that the European business community’s business confidence and prospects in Vietnam were revived.

Also provided by EuroCham, the rise of BCI was a result from trade negotiations were taking place such as Europe-Vietnam FTA and the formation of South East Asian Economic Community (ASEAN) by 2015. Besides, 75 percent of European companies answered the survey said that they had confidence that Vietnam’s electronic customs system (VNACCS/VCIS) would soon deliver positive outcomes in the upcoming months. According to the European businesses, the competitive advantage of Vietnam over other Asian countries in short-term future would continue to be the low-cost labour. This was one of the advantages that would continue to attract the EuroCham members to invest in Vietnam.

Commenting on the second quarter CBI, EuroCham Chair, Ms Nicola Connolly said that the impressive jump of the second quarter’s CBI reflected the confidence of EuroCham member companies in the feasible of Europe-Vietnam FTA. EuroCham would continue to cooperate with the Vietnamese and European Government to ensure the treaty would deliver real benefits for the member companies. EuroCham Executive Manager, Mr Scaba Bundik also affirmed that EuroCham would continue to cooperate with the Vietnamese Government to assist member companies in dealing with problems, to ensure the best business environment possible for member businesses.

However, to maintain this positive CBI upturn, European businesses believed that the Vietnamese Government should note and answer to problems which European companies were facing. In particular, Decree 102/2013/ND-CP and Circular 03/2014/TT-BLDTBXH on employing foreign labourers in Vietnam. 65 percent of companies surveyed said that the Decree and Circular considerably influenced their operations, and 50 percent said that the impact would be serious.
